You will serve as a Financial Management Analyst in the Command Suite, Comptroller, Navy Expeditionary Medical Support Command (NAVEXPMEDSUPCOM), Cheatham Annex in Williamsburg, Virginia
Duties
You will research, consolidate, prepare, summarize and analyze data for various financial reports with regard to budget formulation, budget execution, accounting and audit readiness.
You will provide policy guidance on Prompt Payment Act and DoD Financial Management Regulations (FMR), ensure receipt and acceptance conforms with financial audit readiness standards, and certify invoices.
You will analyze and review various financial reports to determine funding levels throughout the execution year.
You will provide recommendations for the increase or recoupment of funded obligations to ensure resources are effectively managed, and prepare and assign accounting data to funding documents.
You will provide technical, regulatory and procedural guidance to Financial Management Office staff and other co-workers throughout the command.
You will perform functions as the Defense Travel System routing official for certification, authorization or approval.

- You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, Form OGE-450, within 30 days of appointment.
- This is a Financial Management Level I certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. You must achieve this level within prescribed timelines. Certification requirements are in DoD Instruction 1300.26.
Qualifications
SPECIALIZED EXPERIENCE: In order to qualify for this position, your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the federal service or equivalent experience in the private or public sector. Specialized experience is defined as experience that is typically in or related to the work of the position to be filled and has equipped you with the particular knowledge, skills, and abilities to successfully perform the duties of the position such as:
Experience analyzing and evaluating changes in program funding and the effect on budget milestones.
Experience performing routine, continuing financial administration assignments such as budget execution reports on workload and funding levels.
Experience interpreting various financial, travel and payroll regulations such as DoD Financial Management Regulations and Joint Federal Travel Regulations (JFTR).
Experience with automated financial systems such as Navy Enterprise Resource Planning (N-ERP) and General Fund Enterprise Business System (GFEBS), and Defense Travel System (DTS).

SUBSTITUTION OF EDUCATION FOR EXPERIENCE:
Applicants may substitute the following education for the required experience, provided it demonstrates the knowledge, skills and abilities necessary to do the work of the position:
Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related.
COMBINATION OF EDUCATION AND EXPERIENCE: Equivalent combinations of education and experience may be used to meet the total qualification requirements.
