This position is located in the U.S. Patent and Trademark Office (USPTO), Scientific and Technical Information Center (STIC), Electronic Information Center (EIC). The EIC provides critical support to the patent examining corps through a wide range of activities to include non-patent literature and prior art searches, foreign patent prior art and litigation searches; as well as by providing foreign patent and search training. This position plans, organizes, and oversees the activities of EIC.

Duties

The physical worksite for this position is located in Alexandria, Virginia.This position is telework eligible per agency and business unit discretion/policy. The individual selected for this position will perform the following duties:

OPM Qualifications Standards are available at: Click Here BASIC QUALIFICATION REQUIREMENTS: To be considered for this position, you MUST Have: (A) At least a full 4-year course of study that meets all the requirements for a bachelor's degree with major study in the subject-matter field of the position to be filled. OR (B) Four years of experience that provided a knowledge of the basic principles, theories, practices, techniques, and terminology of a discipline or subject-matter field; an understanding of the standard methods, procedures, and techniques of research and analysis in the subject-matter field; and where appropriate, ability to read and comprehend nontechnical material in one or more foreign languages. Such experience must have been equivalent to that which would have been gained through a 4-year college curriculum. OR (C) A combination of education and experience as described above. Applicants must also meet the additional requirements listed below. Specialized Experienceis experience that has equipped applicants with the particular knowledge, skills and abilities to successfully perform the duties of the position, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level in the federal service. For this position, the next lower grade level is a GS-14. Specialized experience for this position includes: leading organizational operations and administration such as formulating objectives and priorities; managing workforce and resources.
