This position is located in the Department of Health and Human Services, Office of the Secretary of Health and Human Services, Human Capital Branch, located in Washington, District of Columbia. **This announcement will be open for 5 business days OR until the first 100 applications have been received, whichever happens first.**

Duties

The purpose of this position is to perform a variety of complex management analysis assignments where the incumbent applies expert qualitative and quantitative methods to the analysis and evaluation of administrative operations, organizations, and management practices to determine their efficiency and effectiveness. This position is located in the Human Capital Branch (HCB) within the Financial and Human Capital Division (FHCD) in the Office of the Chief Operating Officer. (OCOO). Duties Include: Provides authoritative guidance for HCB program management and policy development. Ensures that ONC policy and planning Initiatives support ONC needs, address functional challenges, are closely integrated with other HCB and ONC programs and activities, and are in compliance with governing laws and regulations. Serves as an expert on performance assessment, analysis and evaluation of enterprise-wide program performance data. Proposes solutions, which are considered technically authoritative and based on extensive, detailed qualitative and quantitative research. Develops metrics and other assessment criteria to evaluate timeliness and quality of services in all ONC program areas, identifies opportunities for ONC program, policy, and operational changes that affect the entire Center. Leads identification and documentation of potential projects in a variety of administrative areas such as space, facilities, property, travel, awards, performance management, records management, and others. Manages all phases of projects, including planning, budgeting, requirements development, implementation, scheduling, tracking and reporting.

Qualifications

Applicants must demonstrate that they meet the Specialized Experience requirements as noted below. Specialized Experience:GS-14: You must possess at least one year of specialized experience equivalent in difficulty and responsibility to the GS-13 level in the Federal service (obtained in either the public or private sectors) performing (4) of the (5) duties listed below: 1. Providing recommendations concerning plans and proposals for complex human resources management projects; 2. Designing and/or conducting a broad range of studies to identify solutions to human resources problems and issues; 3. Providing consultation to management on recruitment and/or administrative policies, objectives, standards, or procedures concerning management improvement activities; 4. Conducting quantitative and/or qualitative analysis to identify program trends and areas of weaknesses and develops reports for use by management; 5. Identifying program challenges and formulating a possible course of action to improve the effectiveness, efficiency, and/or productivity of work operations and organization initiatives. If such experience is on a part-time basis, you must provide the average number of hours worked per week as well as the beginning and ending dates of the experience so it can be fully credited. Time-in-Grade Requirement: Under competitive merit promotion procedures, any individual who is currently holding, or who has held within the previous 52 weeks, a General Schedule position under non-temporary appointment in the competitive or excepted service, must meet "time-in-grade" requirements (have served 52 weeks at the next lower grade of the grade for which you are applying). You must include an SF-50 (you may need to submit more than one) that supports meeting this requirement with your application package.
