The primary purpose of this position is to To serve as both a Ground and Air Transportation Intermediate Headquarters Staff Lead for the Deployment and Distribution Division providing technical expert support for the Air Force Installation and Mission Support Center supporting MAJCOMs, DRUs and United States Space Force at 83 worldwide Air Force operating Bases.
Duties
Serves as single point of contact for day-to-day requests for information and/or resolves Air Transportation Functions (ATF), Aerial Delivery/Unilateral Aircrew Training (UAT), and Ground Transportation (GT) related issues involving interpretation and implementation of Policy to include DoD Manuals/AF Instructions & Federal/State/Local regulations as well as matters involving Compliance, Standardization, Asset Resourcing, Training, Guidance, and Process Improvement.
Oversees Air and Ground Transportation compliance; serves as focal point for Air Force Inspection System (AFIS).
Serves as a Senior Air and Ground Transportation Logistician maintaining the Workload Data Tool (WDT), Unilateral Aircrew Training (UAT) Inventory Tool, and Global Air Transportation Execution System (GATES) as well as Ground Transportation's On-Line Vehicle Interactive Management System (OLVIMS).
Prepares and presents briefings, reports and deliberate messaging to higher headquarters and subordinate units based on operational situations as they are encountered.
Develops, reviews, and revises ATF/UAT technical training/instructional materials.

- The employee may be required to work other than normal duty hours, which may include evenings, weekends, and/or holidays.
- The employee must be willing and able to travel on military and commercial aircraft, private and military vehicles. Physical fatigue and stress precipitated by travel across time zones. Travel and TDYs may extend duty day.
- This position meets the administrative exemption criteria for the Fair Labor Standards Act (5 CFR 551.206).
Qualifications
Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Group Coverage Qualification Standard for Administrative and Management Positions. SPECIALIZED EXPERIENCE: I have, or will have within 120 days of closing of this announcement, 1 year of specialized experience that is equivalent to the GS-12 or above grade level including transportation, traffic management, and logistics policies, concepts, principles, and methodology applicable to air and land; international and national commercial transportation. As well as evaluating compliance on aircrews, air transportation functions, and ground transportation. In efforts on standardizing air transportation policy across all installations. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.

EDUCATION: Undergraduate and Graduate Education: Major study -- accounting, business administration, business or commercial law, commerce, economics, engineering, finance, industrial management, statistics, traffic management, transportation, motor mechanics, or other fields related to the position.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Knowledge of Air Transportation functions to include aerial delivery training operations, Cargo Deployment Functions (CDF), and Passenger Deployment Functions (PDF); able to collect and analyze data, interpret regulations/policy, and employ principles, procedures, and practices.
Knowledge of Ground Transportation functions to address field inquiries on CMVE practices, Title 10 vehicle usage requirements, policy matters, and overall program management to include regulatory requirements pertaining to official use of government motor vehicle.
Skilled in providing independent technical advice in terms of oral and written briefings, reports, and recommendations to senior leadership; develop interpersonal relationships, maintain good working relationships, and work cooperatively as a member of a team generate long term goals.
Ability to plan, organize, and reprioritize work to meet changing deadlines.
Ability to develop and conduct training to ensure proper use of data collection systems and communicate well both orally and in writing.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
