The purpose is to serve as Lead Flying Training Program Courseware Developer planning, organizing, & determining necessary policies, regulations, directives, programs, doctrine, & procedures for the establishment & maintenance in one or more flying training program(s) such as Pilot, CSO, navigator, weapons systems, electronic warfare, or Remotely Piloted Aircraft Operator.

Duties

Applies pilot, CSO, navigator, weapons systems, electronic warfare, or Remotely Piloted Aircraft (RPA) operator experience in the design, development, and production of courseware for flying training systems, programs, and courses. Serves as authoritative courseware training specialist and key member of the Flying Training System development team. Prepares, reviews, consolidates, revises and analyzes current and proposed training methods, techniques, and plans. Develops and provides oversight to programs such as Pilot Instructor Training (PIT), Undergraduate Pilot Training (UPT) primary and advanced, Introduction to Fighter Fundamentals (IFF), and Remotely Piloted Aircraft (RPA).

  • Rated military aviator (pilot, CSO, or RPA operator) experience is critical to the successful completion of the program.
  • Incumbent may be required to work an uncommon tour of duty; consisting of different shifts and /or workdays.
  • Employee is required to obtain and maintain a secret security clearance.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, Training Instruction Series 1712 SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes knowledge of methods of instruction and training media (i.e. Aircrew Training Devices, Interactive Courseware, online training program delivery). Extensive knowledge of all levels and phases of flying training and requirements of Pilot, CSO, navigator, weapons systems, electronic warfare, or Remotely Piloted Aircraft (RPA) training syllabuses. Knowledge of the Instructional System Development (ISD) processes. Knowledge of a wide range of principles, concepts, and practices of ground-based, undergraduate and graduate aircrew flying training systems such as that gained through extended specialized training experience and skill in applying this knowledge to difficult and complex work assignments. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in­-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of methods of instruction and training media (i.e. Aircrew Training Devices, Interactive Courseware, online training program delivery). 2. Extensive knowledge of all levels and phases of flying training and requirements of Pilot (T-1, T-6, T-38, etc.), CSO, navigator, weapons systems, electronic warfare, or Remotely Piloted Aircraft (RPA) Training syllabuses. 3. Knowledge of a wide variety of complex instructional technologies and methodologies (such as interactive courseware and distance learning) sufficient to design and develop instructional programs, specifically for military flight training and to produce or revise instructional materials (courseware). 4. Extensive knowledge of the principles, practices, and techniques of instruction. 5. Skill in written and verbal communication. 6. Ability to plan, organize, and develop studies or projects to determine, accept, and implement recommendations, where the proposals involve substantial resources, and require extensive changes in established concepts and procedures. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
