The primary purpose of this position is to function as Senior Training Specialist providing educational materials, instruction, ISD expertise and guidance, and oversee student management while planning, coordinating, and scheduling academic training for students assigned to Manpower Enterprise positions for the METP.
Duties
Oversees the development of capabilities and manages definition/refinement of requirements associated with distance education training strategies, methodologies and technologies.
Plans and executes the student management activities of the Enterprise Training & Engagement Directorate, METP, ensuring the Directorate complies with legal, regulatory and accreditation requirements and meets customer needs.
Serves as liaison with current and former students, the Manpower Apprentice Course, Keesler AFB, MS, education offices, and affiliates to coordinate or gather information, acquire new ideas and innovations in admissions, registrar services and procedures.
Plans and projects course budget and funding execution. Coordinates with agency Financial Management office to ensure adequate funding available in each line of accounting.
Uses varied and advanced functions of office automation software to create, format, modify, edit, and print a variety of documents and support office operations.

Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, Training Instruction Series 1712.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-, or equivalent in other pay systems. Examples of specialized experience includes mastery professional knowledge of learning theory, psychology of learning, and education psychology including application of learning theories as it relates to systematic design, development, and validation of instructional programs to provide sound guidance throughout the training program with particular focus on distance learning attributes. Advanced knowledge of industry-standard instructional design practices, including application of principles and techniques used to design training programs, design strategy and models, and apply design methods to develop or improve instructional effectiveness, anticipate changes and new developments in technology and relevant educational fields, develop appropriate advanced plans, and develop and introduce new or revised program objectives, systems, and concepts. Advanced knowledge of professional instructional systems design principles, techniques, practices, and procedures as they pertain to sustainment, modification, logistics, and training system production management principles, concepts, and policies, emphasizing current tools and techniques used to operate distance education programs; and of standard acquisition regulations, practices, and procedures to develop proposals and advise training program leadership and staff.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Knowledge of professional human learning theory and performance improvement concepts, principles, practices, standards, methods, techniques, materials, and equipment to effectively apply advanced education theories, principles, and concepts to project design, development, execution, and advisory services.
Knowledge of professional instructional systems design principles, techniques, practices, procedures, and tools required to analyze, design, develop, instruct, and evaluate (i.e., the ADDIE Model) curriculum and improve delivery of courses, especially via distance education platforms.
Ability to apply analytical and investigative techniques and conduct research to measure the effectiveness, efficiency, and productivity of training and education functions with emphasis on the distance education environment.
Skill to devise professional evaluation criteria, parameters, characteristics, and interrelationships for design approaches, and to assess the impact of new technology and techniques on current training systems, processes, and student management and measure the effectiveness of program techniques.
Ability to use one or more established computer programs/software, office automation tools and techniques, software applications and collaborative sites to support training support, training development, training data (e.g., Captivate, Microsoft Office, SharePoint, One Note, Microsoft Teams, Education and Training Course Announcements, Defense Travel System, Oracle Training Application) to build training materials, enter, maintain, sort, and retrieve organizational and/or program data.
Knowledge of the organization's and the Air Force Manpower Enterprise's operations and functions as well as the METP sufficient to evaluate information gathered from various sources to determine quality, accuracy, and applicability, and communicate clearly, concisely, and with technical accuracy, both orally and in writing, as well as work in a professional manner with peers, management, contractors, academia, and other agencies.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

ACTIVE DUTY SERVICE MEMBERS: The VOW Act requires federal agencies to treat an eligible active duty service member as a veteran, disabled veteran, and preference eligible (as applicable) when applying for civil service positions before the effective release or discharge date. Appointment of military members before the release or discharge date is permissible if the member is on terminal leave. At the time the active duty member applies for a civil position, he or she must submit a "certification" memo in lieu of a DD-Form 214,
Certificate of Release or Discharge from Active Duty. Active duty members applying for a civil service position without submitting a valid certification memo or DD-Form 214 with their application will render the member ineligible for the position. The certification memo must originate from the member's military service branch on official letterhead and contain the following:
