The primary purpose of this position is: To provide educational materials, instruction, expertise, guidance in instructional systems design (ISD), and student services in support of the Manpower Enterprise Training Program (METP). Reviews, prioritizes, and coordinates academic requests to prepare schedules to meet academic requirements for each course and classes.

Duties

1. Develops, reviews, and revises in-residence and distance education METP training courses and instructional materials in accordance with the ISD model and AF policy. 2. Plans, coordinates, and schedules academic training events, student classes, instructors, and resources. 3. Plans and projects course budget and funding execution. 4. Represents the section with a variety of installation and functional area organizations. 5. Manages and maintains METP student record system; Uses varied and advanced functions of office automation software to create, format, modify, edit, and print a variety of documents and support office operations.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, for the Training Instruction Series, 1712. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11 or equivalent in other pay systems. Examples of specialized experience includes: 1) Teaching or instructing in an adult education program, secondary school, college, military installation, or industrial establishment in the appropriate field(s). 2) Supervising or administering a training program. 3) Development or review of training/course materials, aids, devices, etc., and evaluation of training results. 4) Working in the occupation or subject-matter field of the position to be filled that required training or instructing others on a regular basis. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in­-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of professional human learning theory and performance improvement concepts, principles, practices, standards, methods, techniques, materials, and equipment to effectively apply advanced education theories, principles, and concepts to project design, development, execution, and advisory services. 2. Knowledge of professional instructional systems design principles, techniques, practices, and procedures, effective training principles, techniques, and tools required to analyze, design, develop, instruct, and evaluate (i.e., the ADDIE Model) as well as improve course content and conduct training. 3. Skill to devise professional evaluation criteria, parameters, characteristics, and interrelationships for design approaches, and to assess the impact of new technology on current training systems and processes, and measure the effectiveness of program techniques. 4. Ability to use one or more established computer programs/software, office automation tools and techniques, software applications and collaborative sites to support training support, training development, training data (e.g., Captivate, Microsoft Office, SharePoint, One Note, Microsoft Teams, Education and Training Course Announcements, Defense Travel System, Oracle Training Application) to build training materials, enter, maintain, sort, and retrieve organizational and/or program data. 5. Knowledge of the organization's operations and functions sufficient to evaluate information gathered from various sources to determine quality, accuracy, and applicability, and communicate clearly, concisely, and with technical accuracy, both orally and in writing, as well as work in a professional manner with peers, management, contractors, academia, and other agencies. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
