This position is located in the Indian Health Service, Headquarters, Office of Human Resources, Division of Personnel Security and Ethics, Personnel Security Branch, in Rockville, Maryland.

Duties

Determine suitability and security eligibility of individuals for entry and retention in sensitive and non- sensitive positions by evaluating and determining the sensitivity designations for Federal and contractor positions. Determine national security or Agency information access requirements in the development and implementation of procedures and criteria for determining sensitivity of positions. Participate in the development and implementation of Agency policy and procedures in personnel security issuances and directives. Ensure compliance with personnel security directives from Agencies such as the Office of Personnel Management, Office of Investigation, and Department of Health and Human Services. Review, evaluate, and adjudicate reports or provides oversight in the review, evaluation, and adjudication of reports, or provide oversight in the review, evaluation, and adjudication of reports of case findings and investigations, personnel files, and other records to determine to grant, deny, revoke, suspend, or restrict personnel security clearances consistent with national security and/or suitability issues. Interview applicants to resolve questions concerning derogatory information developed during the investigation. Recommend potential for adverse security determinations and employee rights, including collaborating with Employee Relations and Ethics Specialists. Represent and/or testify at formal proceedings.

Qualifications

To qualify for this position, your resume must state sufficient experience and/or education, to perform the duties of the specific position for which you are applying. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; social). You will receive credit for all qualifying experience, including volunteer and part time experience. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. For positions requiring positive education requirements, or if you are using education to meet all or part of the qualification requirements, you MUST submit a copy of your transcripts or an itemized list of college courses which includes equivalent information from the transcript (course title, semester/quarter hours, and grade/degree earned) in your resume. BASIC REQUIREMENT(S): https://www.opm.gov/policy-data-oversight/classification-qualifications/general-schedule-qualification-standards/0000/security-administration-series-0080/ MINIMUM QUALIFICATIONS: Your resume must demonstrate at least one (1) year of specialized experience equivalent to at least the next lower grade level in the Federal service obtained in either the private or public sector performing the following type of work and/or tasks: GS-12: Determining employment suitability and security eligibility of individuals for entry and retention in sensitive and non-sensitive positions; making determinations to grant, deny, revoke, suspend, or restrict personnel security clearances consistent with suitability issues; assisting in developing Agency policy and procedures in personnel security issuances and directives. GS-13: Provide advice on most controversial and sensitive suitability matters for applicants, employees, and Agency personnel; preparing detailed written adjudicative analysis citing applicable provisions of the Department of Defense guidance, and making recommendations accurately balancing the rights of the applicants. Time-In-Grade Requirements: Merit Promotion (status) candidates must have completed one year of service at the next lower grade level. Time-In-Grade provisions do not apply under the Excepted Service Examining Plan (ESEP).
