This position is in the Non-Bargaining Unit with the National Treasury Employees Union, Chapter 208.

Duties
As a Senior Physical Security Specialist, you will assists the Chief, Security Management and Operations Branch (SMOB), in development, direction, coordination and administration of the NRC Facilities Security Program, which involves the safeguarding of NRC classified and sensitive unclassified matter at NRC Headquarters, regional offices, contractor, licensee and other facilities coming under the NRC Security Program. The Facilities Security Program includes physical security measures, to include guard forces; conducting security surveys and inquiries; approving security plans, personnel identification and access control systems; occupant emergency planning; handling of classified and sensitive unclassified matter; managing the insider threat program and providing various other agency-wide security support functions to include executive protection at NRC hearings and meetings in the Washington, D.C. area and other locations around the country. Represents the NRC on government security committees.

Qualifications
In order to qualify for this position, you must have at least one year of specialized experience at the next lower grade level in the Federal service or equivalent experience in the private or public sector.
The ideal candidate will be able to demonstrate the following:
Demonstrated interdisciplinary knowledge of the principles, theories, and practices of physical security and through knowledge of interagency security committee standards and best practices for the protection of Federal facilities. Provide previous experience in design and certification of secure rooms, perimeter intrusion detection systems and access controls. Demonstrate prior experience conducting official inquiries requiring coordination between multiple law enforcement agencies. (EXAMPLE: Describe work experience, education, training, and other activities that demonstrate your knowledge of physical security principles performed as part of physical security assessments of Federal facilities. Cite education and training in physical security and other relevant disciplines. Cite examples of, and references for, research performed, course work or studies completed, certifications received and papers presented.)
Demonstrated ability in the application of physical security principles, methods, and tools to support actual decision making with respect to safety and security or operational issues for complex security systems such as access controls for Federal Identity, Credential and Access Management (FICAM) compliance, closed circuit television (CCTV) systems to meet interagency security committee standards and/or designing security systems for floors or buildings. (EXAMPLE: Describe the scope and complexity of assessments you have performed that apply the theories, principles, and methods of physical security to support the evaluation of physical security or operational issues for complex access control or CCTV systems. Describe your specific role. Cite evidence of how well you performed the planning and execution.)
Knowledge of NRC rules and (Federal) regulatory requirements, policies, practices, and programs applicable to facility security, information security, industrial security, and occupant emergency planning. Experience in responding to facility emergencies and performing duties outlined in the occupant emergency plan.(Example: Describe your experience and accomplishments in these areas. Provide examples which demonstrate your related experience and involvement in these areas, including how your accomplishments in these areas demonstrate knowledge of NRC policies, practices, and programs related to facility physical security, information security, industrial security, and occupant emergency plans, etc.)
Demonstrated ability to plan and conduct complex and innovative occupant emergency and safety exercises. Including the ability to develop and implement successful approaches to problem solving and conflict resolution with multiple internal and external stakeholders. (EXAMPLE: Provide examples of your experience and describe your specific role in conducting or providing technical oversight and direction, and leadership, of occupant emergency planning, exercise development and execution. Describe professional experience with problem identification and resolution and give instances where your problem‑solving and conflict resolution skills were demonstrated to be especially effective. Describe the scope and complexity of the programs. Cite evidence of how well you performed your role.)
Demonstrated ability to communicate complex technical issues, especially those associated with Federal facilities security, occupant emergency planning, physical security and industrial security, clearly, both orally and in writing. (EXAMPLE: Describe significant technical presentations that you have made (and the audiences for those presentations), technical meetings you have coordinated, and written material you have originated. Describe work assignments that demonstrate your ability to communicate the technical issue, results, and conclusions or outcomes of those communications.)
