THIS IS A NATIONAL GUARD TITLE 5 EXCEPTED SERVICE POSITION This National Guard position is for a SUPERVISORY FINANCIAL SPECIALIST (TITLE 5), Position Description Number T5353P01 and is part of the FL 125th FW, National Guard.

Duties

As a SUPERVISORY FINANCIAL SPECIALIST (TITLE 5), GS-0501-12, you will exercise supervisory personnel management responsibilities. Advise and provide counsel to employees regarding policies, procedures, and directives of management. Select or recommend selection of candidates for vacancies, promotions, details, and reassignments in consideration of skills and qualifications, mission requirements, and EEO and diversity objectives. Develop, modify and/or interpret performance standards. Explain performance expectations to employees and provide regular feedback on strengths and weaknesses. Hold employees responsible for satisfactory completion of work assignments. Appraise subordinate workers performance ensuring consistency and equity in rating techniques. Recommend awards when appropriate and approve within-grade increases. Hear and resolve employee complaints and refer serious unresolved complaints to higher level management. Initiate action to correct performance or conduct problems. Effect minor disciplinary measures such as warnings and reprimands and recommend action in more serious disciplinary matters. Prepare documentation to support actions taken. Identify employee developmental needs and provide or arranges for training (formal and on-the-job) to maintain and improve job performance. Encourage self-development. Approve master leave schedule assuring adequate coverage for peak workloads and traditional holiday/ vacation time. Discharge security responsibilities by ensuring education and compliance with security directives for employees with access to classified or sensitive material. Recognize and take action to correct situations posing a threat to the health or safety of subordinates. Apply EEO principles and requirements to all personnel management actions and decisions, and ensure all personnel are treated in a manner free of discrimination. Periodically review position descriptions to ensure accuracy, and the most effective utilization of personnel resources. Explain classification determinations to subordinate employees.

• Incumbent must possess or be able to acquire the appropriate level security clearance for this position.
• Enrollment in Direct Deposit is mandatory.
• Selectee must be Financial Manager Level 2 qualified within 2 years of employment.

Qualifications

AREA OF CONSIDERATION: This position is in the Excepted Service "under the authority of Title 5, P.L. 114-328, Sections 932 and 1084 (FY17 NDAA)", and is open to U.S. Citizens interested in helping the Department of the Air Force meet our mission requirements as a Supervisory Financial Specialist. PCS: Permanent Change of Station (PCS) MAY be authorized. Authorization for payment of PCS expenses will be granted ONLY after determination is made that payment is in the best interest of the Florida National Guard. FLNG BUS Code 8888:This position is "excluded" and ineligible for labor organization representation. NOTE:Must be Financial Manager Level 2 qualified within 2 years of employment. NOTE:Florida Air National Guard Financial experience prefer. SPECIALIZED EXPERIENCE: GS-12 Must have at least one year of specialized experiences at the GS-11 level or the equivalent which provides knowledge and/or experience in the private or public sector involving the analysis, validation, processing and correction of military and civilian financial and travel pay transactions. Experience independently utilizing regulatory guidance and a complete understanding of fiscal related automated systems and processes to ensure the accuracy and validity of disbursements, collections and adjustments related to financial records. Experience in managing the function of the work to be performed. Experience which includes leading, directing and assigning work of personnel.
