About the Position: Serves as Financial Management Analyst, responsible for the performance of a full range of complex analysis activities. Advisor to the Chief, Resource Management Office and Chief, Budget, Manpower and Management Analysis Branch on the integration, analysis and evaluation of the management and manpower programs. Responsible for providing budget and manpower knowledge of theory, practice, methods, and techniques.

Duties

Provides advice and assistance on budget, manpower, management analysis and organizational issues impacting District operations. Serves as the primary financial management assistant to the Budget Officer on manpower matters. Provides training, assistance and advice for technical element directors and administrative staff with management and manpower reporting responsibilities. Develops an integrated planning, analysis and reporting process that involves both long-range resource plans and manpower utilization. Manages the allocation of authorizations and work-years and recommends distribution within the District.

This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11). For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted. You will be evaluated on the basis of your level of competency in the following areas: Budget AdministrationFinancial ReportingFinancial Systems Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11).
