Program Specialist serves as a Project Manager for the Activations section. Responsible for coordinating Activations of major construction projects, major leases, local leases, minor construction projects, non-recurring maintenance (NRM), station level projects and activations activities as assigned. Reports to Chief of Activations in the Associate Director of Operations Service. A certified Project Management Professional granted by an entity such as the Project Management Institute.
Duties
Include but are not limited to:
Manages data and design elements, report forms and a variety of electronic and computerized equipment.
Completes both qualitative and quantitative analyses.
Adapts to general administrative principles, practices, processes, and techniques.
Applies complex fact finding, analytical, and problem solving methods.
Assists engineering with reviews of construction submittals.
Develops executive level reports and presentations.
Communicates budgetary needs for activation with leadership by way of regularly scheduled meetings and reviews.
Coordinates the set-up of temporary operations, storage and installation of new furniture and equipment as well as tum- ins of old equipment and furniture from any existing building.
Participates on a project team to establish project milestones, set project deadlines, and report project status to supervisors and management personnel.
Completes other duties as assigned.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 08/30/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement.
For a GS-11 position you must have served 52 weeks at the GS-09.
The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

Minimum Qualification Requirement:
You may qualify based on your experience and/or education as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Develop, maintain and continuously update an Integrated Master Schedule in Gantt chart format of planned, approved, and funded capital portfolio projects. Track and coordinate all major construction projects, major leases, local leases, minor construction projects, non-recurring maintenance (NRM), station level projects, and activations. Completes both qualitative and quantitative analyses. Assists in development of space allocation plans, budget determinations, and staffing requirements. Provides critical path and float analysis, risk assessment, and performance analysis. Validating and/or maintaining deliverables at the portfolio level. Preparing VA project reviews, provide materials, equipment and maintains complete inventory of equipment and material including costs and time frames. Coordinates funding needs and liaises between services/programs and the facility. Develops executive level reports and presentations. Prepares all reports and correspondence associated with the projects. Proposes alternatives and recommends improvements to meet objectives. Minimizing project delays. OR,
Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a Ph.D. or equivalent doctoral degree. Or three full years of progressively higher level graduate education leading to such a degree. Or LL.M., related to position. OR,
Combination: Applicants may also combine education and experience to qualify at this level. You must have an appropriate combination of specialized experience and education.

Physical Requirements: You must have the ability to work within the environment of conflicting deadlines and shifting priorities. You may be required to work evenings and weekends, as well as perform infrequent overnight travel to meetings and conferences.
