This position is part of the Defense Human Resources Activity. The incumbent will be responsible for for assisting the Director with implementing and accomplishing the goals, objectives and priorities established by Congress as defined in the David L. Boren National Security Education Act of 1991 (as amended), PL 102.183 and identified/delegated by the Under Secretary of Defense for Personnel and Readiness.
Duties
As a DIRECTOR OF PROGRAMS (NATIONAL SECURITY EDUCATION) at the GS-0301-15 some of your typical work assignments may include:
Advises the Director, DLNSEO on highly visible issues related to developing, integrating, resourcing and executing the Department of Defense's highly complex and critical National Security Education Program (NSEP) activities.
Formulates and revises plans, programs, and procedures in the execution of; education and training operations; budget administration; program planning and evaluation; education content, delivery and timing of educational development; and learning technologies requirements.
Coordinates with DLNSEO Director and Senior Staff to ensure that NSEP program initiatives are aligned and supporting DoD initiatives to enhance language proficiency, regional expertise and culture across the Department.
In accordance with mandated legislation for U.S. citizens studying language and culture nationally and abroad, the incumbent provides oversight of the technical, administrative, contractual, grant activity and scholarship awards for various programs.
Implements policies on Language Flagship, Project Global Officer, and Language Training Center grant programs in collaboration with the Director, monitors and assesses performance of all grant programs and develops new programs and solicitations.
Provides mission priorities, policy and administrative direction to the immediate staff and assigns work to subordinate based on priorities, difficulty of assignments, and the capabilities of employees; provides technical oversight; develops performance plans and rates employees; and interviews candidates for subordinate positions.
Facilitates programs in conjunction with, and in support of education associations and executives; coordinating NSEP policies with senior representatives from institutions of higher education; developing, identifying, and monitoring all program policies; and coordinating all program activities with members of the National Security Education Board.

Qualifications
You may qualify at the GS-15, if you fulfill the following qualifications:
A. One year of specialized experience equivalent to the GS-14 grade level in the Federal service:
Provided support with educational program management, language training, and contracting to support the National Security Education Program (NSEP) and the DoD Language, Regional Expertise, and Culture (LREC) program
Draft comprehensive reports and staff action papers documenting identified problems, evaluating alternative solutions, justifying conclusions, and recommending courses of action for matters related to the development, integration, and execution of NSEP and LREC programs
Coordinates developed solutions for international education and language training, improving national language education standards, and advise management on all language issues
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Substitution of education may not be used in lieu of specialized experience for this grade level.
