The primary purpose of this position is to serve as the Command Subject Matter Expert (SME) Protocol Specialist to formulate, implement and oversee all aspects of foreign and domestic visits to Headquarters Air Force Globe Strike Command (AFGSC).

Duties

Senior Protocol Specialist. Develop Protocol Training Courses and implements protocol policy and procedural guidance based on DOD and AF objectives to AFGSC. As SME, responsible for oversight of effective and accurate expenditures of Official Representation Funds (ORF), Special Morale and Welfare Funds (SM&W) and Operations and Maintenance (O&M) Funds, and management of expenditures for the office government purchase card and travel budget. As the Protocol Expert, he/she will serve, along with the Chief of Protocol, as the principle point of contact for all protocol aspects of conferences hosted by AFGSC Commander or Vice Commander.

  • Travel by military or commercial air, TDY or frequent trip between on and office base locations may be required
  • This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program.
  • Employee must pass initial and periodic short notice drug testing. (mandatory for critical sensitive)
  • This is an obligated position to which an employee has return rights. Upon the return of the employee, the selectee may be required to vacate the position.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions For the GS-11: SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Examples of specialized experience includes (1) knowledge of the concepts, principles, and techniques of protocol matters, both international and national to develop, establish, and maintain a proactive protocol program; as well as, broad knowledge of Air Force and military traditions and skill in working with high level military and civilian officials; (2) Knowledge and skill in applying analytical and evaluative methods and techniques to issues or studies concerning the efficiency and effectiveness of the program; (3) knowledge of the major issues, program goals and objectives, work processes and administrative operations of the Protocol Office. OR EDUCATION: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M. in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position. NOTE: You must submit a copy of your transcripts. OR COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. NOTE: You must submit a copy of your transcripts. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. For the GS-12: SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Examples of specialized experience includes (1) extensive knowledge of the concepts, principles, and techniques of protocol matters, both international and national to develop, establish, and maintain a proactive protocol program; as well as, broad knowledge of Air Force and military traditions and skill in working with high level military and civilian officials; (2) Knowledge and skill in applying analytical and evaluative methods and techniques to issues or studies concerning the efficiency and effectiveness of the program; (3) knowledge of the major issues, program goals and objectives, work processes and administrative operations of the Protocol Office. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of the concepts, principles, and practices of protocol, precedence, funding, military ceremonies, and traditions, both national and international. Knowledge of the protocol and military operational planning process and ability to apply that knowledge in routine exercise, contingency, and real world operations. Knowledge of communication techniques, principles, and regulations to communicate effectively, both orally and in writing in responding to work related problems and questions. Knowledge of standard organizational budget procedures. Skill in working with people to maintain effective working relationships with groups interested in or affected by ceremonial and protocol programs and policies and skill in working with high level military and civilian officials. Ability to plan, organize and direct functions and staff of a large sized organization to include providing guidance to both military and civilian personnel. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
