Job opening: CIVILIAN HARM & MITIGATION RESPONSE (CHMR) SPECIALIST

You will serve as a Civilian Harm and Mitigation Response Officer (CHMRO) in the Office of the Chief of Naval Operations (OPNAV), Deputy Chief of Naval Operations (DCNO) for Operations, Plans, and Strategy (OPNAV N3N5), Director, OPNAV Plans, Policy, and Integration Division (OPNAV N5), Strategic Plans Branch (OPNAV N53) of IMMEDIATE OFC OF CHIEF OF NVL OPS.

Duties

You will serve as the overall program manager, coordinator, subject matter expert, and technical consultant, responsible for the establishment, overall management and execution of OPNAV's CHMR program. You will anticipate needs, challenges, and provide timely, effective guidance for the management of OPNAV CHMR programs. You will promote the development of the SecDef directed CHMR program across OPNAV, for the overall organization and management of OPNAV's CHMR programs. You will establish and maintain communication with all Navy and DOD CHMR stakeholders, and ensure they are kept informed of Navy's CHMR program status, progress, and any related program issues and challenges. You will advise Navy leadership on the impact of current and future challenges, including reduced resources, changing missions and changing threats. You will ensure appropriate participation and clear tasking to integrate CHMR across the command. You will manage, generate, analyze, and report on broad encompassing efforts of Navy's CHMR program and CHMR related metrics. You will coordinate program reviews, reporting and analysis to assess the progress and effectiveness of strategic objectives, budgetary limitations, schedules, and competing Service-level priorities. You will represent OPNAV/US Navy and serve as the primary Liaison Officer to DOD Components and other stakeholders for Navy CHMR to develop, monitor and complete DOD initiatives, goals and actions issued by the President, SecDef, and Congress. You will manage the daily administrative operations of OPNAV's CHMR program including weekly schedules, cross-functional collaboration, coordination via official task management systems, reporting, and correspondence with stakeholders. You will perform other related duties as assigned by the Director, OPNAV Plans, Policy, and Integration Division (OPNAV N5), communicated and supervised by the Strategic Plans Branch Chief (OPNAV N53).

  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
  • MSP/PPP applicants must currently hold the required security clearance.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.

Qualifications

Your resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS-12) or pay band in the federal service or equivalent experience in the private or public sector applying an extensive knowledge of DoD Civilian Harm Mitigation and Response (CHMR) policy. I have a knowledge of management principles, project management, resource management, organizational theory, and techniques of analysis, reporting and evaluation, along with knowledge of standardized staff practices and procedures to identify, analyze and recommend solutions to problems. Examples of specialized experience must include: 1) Utilizing an extensive knowledge of the US Navy as an organization, related policies and procedures, ally Navies, and supported commands; 2) Working in a fast-paced, often chaotic work environment producing various work products for Department level executives; 3) Providing advice on trade-offs and direction on all aspects of the CHMR Program.; 4) Applying a knowledge of U.S. government policy and programs related to security cooperation, international relations, national security policy, treaties, and multinational organizations; and 5) Advising Navy leadership on the impact of current and future challenges, including reduced resources, changing missions and changing threats.
