This position is assigned to the Strategic Planning and Performance Division, Office of the Comptroller, Bureau of Consular Affairs, (CA/C), in the U.S. Department of State. The position is responsible for strategic planning, including development of the Bureau’s Functional Bureau Strategy and other Departmental planning activities and provides assistance to Directorates and Offices on Program Plan development and implementation.
Duties
Manages assigned functional areas, including projects and processes, for the Strategic Planning and Performance Division in support of bureau’s goals and objectives.
Directs and manages the development and coordination of bureau’s strategic planning efforts, to include the Department’s Strategic Plan and Functional Bureau Strategy, as well as coordinating with posts through the Integrated Country Strategy process.
Responsible for the development of and establishment of the overall Bureau program evaluation strategy.
Overseas the bureau’s annual fee review process that accurately and transparently calculates cost of consular services and formulates recommendations that are based on full cost recovery that adequately and appropriately fund the Consular and Border Security Programs (CBSP).
Overseas updates to the Schedule of Fees for Consular Services as needed through the federal rulemaking process.
Manages interagency agreement (IAAs) process, based on the Economy Act or other authorities, with other government agencies to provide smooth, timely, and agreed to reimbursements to the bureau for services provided by consular sections overseas on behalf of other government agencies.
As appropriate, ensures bureau’s interests are fully represented to non-Department of State stakeholders, including the Office of Government Accountability (GAO) and the Office of Inspector General (OIG).

Requirements

- Must be able to obtain and maintain a Top Secret security clearance.
Qualifications

NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement.
Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F.
Applicants must have 1 year of specialized experience equivalent to the GS-14 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position.
Qualifying specialized experience must demonstrate the following:
Experience planning, oversight, consulting, and advising services related to the collection of consular fees/revenues.
Experience reviewing, interpreting, and applying federal legislation, regulations, and directives.
Experience planning, directing, and executing programs and activities.
There is no substitute of education for specialized experience for the GS-15 position.
In addition, applicant's experience must also demonstrate that the candidate possesses the following qualities:
