Duties
This position is located within the Department of the Interior, Bureau of Safety and Environmental Enforcement (BSEE), Office of Policy and Analysis (OPAA), Policy and Strategy Branch. This position will be located in Washington, DC, Sterling, VA, Jefferson, LA, or Houston, TX.
At the full performance level (GS-14) the major duties of this position include, but are not limited to the following:
1. Advances OPAA efforts to ensure that the bureau's governance program (which includes policies, procedures, and interagency agreements) is consistent, accurate, and accessible. This includes leading cross-bureau and Department coordination, ensuring active engagement with key stakeholders, and advancing resolution of sensitive issues to ensure documentation of policies and procedures implementing the BSEE mission.
2. Leads BSEE's coordination with the Department on strategic planning, program performance management, and requirements for non-monetary partnership agreements, while also representing BSEE in Department and intra-agency coordination on a range of high visibility issues and efforts.
3. Provides leadership in developing and maintaining a consistent, bureau-wide approach in the area of program performance tracking and strategic planning, consistent with Department budget formulation and strategic planning process.
4. Provides leadership and coordination of bureau-wide efforts to implement initiatives originating from numerous sources including the Department, the Administration, or congress that deal with cross-cutting or non-specific programmatic activities (such as the Government Performance and Results Act Modernization Act and the Evidence Based Policy Act). These efforts generally cover broad initiatives, generally national in scope, that deal with various topics such as improving accountability, measuring performance, business intelligence and data analysis, and developing strategic plans and implementing strategic initiatives.
5. Directs staff in special projects and assignments that require leading and coordinating BSEE-wide, cross-program task groups or preparation of reports.
6. Actively seeks opportunities to coordinate with and strengthen consistency with other programs both within OPAA and the bureau.
BSEE has determined that the duties of this position are suitable for telework and the selectee may be allowed to telework with supervisor approval.
Salary Information, GS-14
Washington, DC and Sterling, VA: $139,395 - $181,216 per annum
Jefferson, LA: $122,198 - $158,860 per annum
Houston, TX: $140,923 - $183,202 per annum
First time hires to the federal government typically start at the beginning salary in the range for their respective grade level.
This vacancy may be used to fill additional positions as vacancies become available.
Qualifications
Minimum Qualification Requirements:
To qualify for this position you must meet the Specialized Experience for the series to which you are applying.
Specialized Experience
To qualify for the GS-14, you must possess at least one full year of specialized experience equivalent to the GS-13 level in the Federal service, or comparable experience not gained through Federal service. Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is in or related to the work of the position to be filled. Specialized experience is defined as demonstrated experience: 1) supervising or leading a diverse team of professionals to meet project milestones and objectives; 2) coalition building and/or partnerships to advance implementation of organizational objectives; and 3) developing policies and procedures, strategic planning, or measuring program performance.
