You will serve as a ENVIRONMENTAL PROTECTION SPECIALIST in the Naval Ordnance Safety and Security Activity (NOSSA) Ordnance Environmental Support Branch, (OESB/N45) of NAVAL ORDNANCE SAFETY AND SECURITY ACT. You will provide engineering and technical support for Environmental Protection and Occupational Safety and Health and Explosives Safety as they pertain to the Navy ordnance community.

Duties

You will ensure environmental concerns and criteria are considered and effectively integrated with explosives safety policy and guidance for ordnance operations and weapons systems lifecycle. You will serve as the policy and technical expert for the Munitions Response Program for the Ordnance Environmental Support Branch and formulates new approaches, technologies and practices in the application of clean-up efforts. You will provide guidance and interpretation of explosive safety criteria related to ordnance operations, structures and facilities, and project planning to installations related to munition response operations. You will recommend changes in program objectives, and operations and support policy development and implementation with special emphasis on the identification and oversight of Navy-wide munitions response environmental issues and technical resources. You will lead highly technical projects in the areas of explosive safety and environmental protection, including analysis of the scope of current and projected needs and technological alternatives to meet Navy industrial environmental compliance. You will serve as the NOSSA ordnance environmental explosives safety technical focal point for munitions response projects and coordinates the review and endorsement of projects within NOSSA. You will review and endorse Navy Explosive Safety Submissions for conducting Navy ordnance environmental cleanup operations. You will ensure Navy-wide munitions response projects meet Navy and Department of Defense Explosive Safety Board (DDESB) Explosives Safety requirements. You will serve as the Navy’s representative on multi-service interface committees dealing with ordnance environmental protection problems with a special emphasis on ordnance environmental cleanup response and explosives safety technical requirements. You will provide technical assistance to lower-level engineers, specialists, and technicians in these program areas relative to ordnance processes and ordnance range management.

  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the pay band NH-03 (GS-13 equivalent) in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: managing an ordnance safety environmental program for compliance with federal, state, or local regulations.
