You will serve as an ADMINISTRATIVE/TECHNICAL SPECIALIST in the DISPOSAL & DECON BRANCH of the INDUSTRIAL SUPPORT DIVISION in the ENERGETICS MANUFACTURING DEPARTMENT of NAVSURFWARCEN IH DIV.
The NT-2 pay band encompasses positions equivalent to GS-5 through GS-8. The NT-3 pay band encompasses positions equivalent to GS-9 and GS-10. The full performance level is equivalent to the GS-11/12 level.

Duties
You will monitor all environmental activities; sample and dispose of hazardous materials and waste; prepare waste disposal documentation.
You will provide discrepancy corrective actions for all reported discrepancies.
You will investigate permit non-compliance, perform studies, and recommend corrective action to prevent re-occurrence.
You will perform inspections and basic research to assess environmental problems.
You will serve as a consultant to professionals in various engineering fields, help in assisting interpretations of state, federal and Navy environmental legislation and regulations.
You will prepare environmental permit applications and corresponding technical background documents.
You will prepare National Environmental Protection Agency submittals for department projects.
You will prepare all required periodic reporting such as paint use, quarterly VOC use, yearly hazardous material inventories, etc.
You will support a manufacturing organization.
You will be required to report to the duty location advertised in the announcement on a regular and reoccurring basis. Occasional telework options may be available.
Requirements

- Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
- You will be required to wear personal protective equipment such as helmets, gloves, coveralls, glasses, goggles, respirators and safety shoes continuously for the duration of the work shift.
- Work is performed in areas where potentially harmful physical and chemical agents are present (e.g. fumes, dust, heat, ionizing and non-ionizing radiation and chemicals). You will be required to participate in medical surveillance programs.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
Qualifications
NT-3: Your resume must demonstrate at least one year of specialized experience at or equivalent to the NT-2 (GS-5/8 equivalent) pay band in the Federal service or equivalent experience in the private or public sector utilizing environmental protection principles and practices to identify problems and recommend solutions to environmental deficiencies related to the disposal of explosive and hazardous waste.
NT-2: Your resume must demonstrate at least three (3) years of general experience that includes one (1) year of experience at or equivalent to the next lower pay band, NT-01 (GS-04 equivalent) in the Federal service or equivalent experience in the private or public sector that demonstrates the ability to analyze problems to identify significant factors, gather pertinent data, and recognize solutions; Plan and organize work; and Communicate effectively orally and in writing.

Education
In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:

Successful completion of a master's or equivalent graduate degree
OR
Successful completion of two full years of progressively higher level graduate education leading to a master's degree
