You will serve as a Principal Assistant Program Manager in the Program Office for Strategic and Theater Sealift (PMS 385) of PROGRAM EXECUTIVE OFFICE SHIPS.

Duties

You will serve as a Principal Assistant Program Manager responsible for the acquisition, design, construction, testing and delivery of Expeditionary Fast Transport  (EPF) and Expeditionary Medical Ship (EMS) vessels. You will lead, mentor, and develop a team of managers, analysts, and engineers who are responsible for the delivery of EPF and EMS platforms. You will provide oversight and direction for acquisition planning scheduling, evaluation, monitoring, and timely delivery of completed platform(s). You will develop a procurement plan for the acquisition phase, design, and production. You will manage program events to ensure that material, systems, equipment, and components are developed, procured, tested, and delivered by EPF/EMS program technical requirements and construction schedules. You will implement EPF/EMS acquisition plan and platform specifications, technical management systems for the effective administration of major and diversified organizations involved in the development, acquisition and fielding of EPF/EMS vessels.

  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.

Qualifications

Your resume must demonstrate one year of specialized experience equivalent to the next lower grade level/pay band NH-03 (GS-13) in the federal service or equivalent experience in the private or public sector managing shipbuilding programs to ensure acquisition planning for Expeditionary Fast Transport (EPF)/Expeditionary Medical Ship (EMS) vessels.
