Duties
The primary purpose of this position is: Conducts security cooperation assessments to substantiate resourcing requests for partner nation militaries and provides feedback to US planning and programming across the FYDP. Evaluates and makes recommendations to improve the efficiency, effectiveness and productivity of USNORTHCOM Security Cooperation organizations by associating US national strategy and policy to results from training, equipping, and engagement activities.
Program Management: Reviews and refines the Assessment, Monitoring and Evaluation (AM&E) processes for security cooperation programs to detail intended programs goals, objectives, risk, assumptions and capability gaps.
Program Analysis: Reviews the current GCC SC programs lifecycle and processes for capability gaps and risk to the effectiveness of SC programs.
Program Support: Supports the N&NC J5 Director and other organizations to develop and staff routine products.

This position has been identified as eligible for situational telework, which is separate and distinct from the employee s eligibility. DD Form 2 46, DoD Telework Agreement and required telework training must be completed prior to participation in telework program. Under D DI 1035.01 DAFI 36 16, Telework Program, a civilian employee s telework arrangement may be terminated at the discretion of the supervisor or at the employee s request.
May be required to perform Battle Roster functions during Exercise and Real World events. Battle Roster functions may include, but are not limited to, joint Personnel Operation Cell, Contingency Command Center, Future Operations Center, Joint Enabling Capability, and other tasks as assigned. These duties may require additional duty hours and or alternate duty locations.
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions series, 0343.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems (may have been obtained in the federal service, military, or public sector). Examples of specialized experience includes mastery of a wide-range of qualitative and quantitative methods for the assessment of Security Cooperation programs in order to influence, iteratively adjust, and - if necessary - halt the execution of Significant Security Cooperation Initiatives; Mastery of and significant knowledge of the theory, concepts, principles, and practices of DOD budget, financial and acquisition management contained in the Joint Capabilities Integration and Development System (JCIDS) and the Planning Programming Budgeting and Execution (PPBE) processes; Comprehensive knowledge of the relationships of the various combatant command missions and organizations and the respective agents for those commands involved in overall planning, evaluation and execution of military operations, and how strategic, operational, and deliberate planning and wargaming supports them.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Knowledge of multi-national efforts to disrupt transnational criminal organizations.
Knowledge of the application process elements applicable to security cooperation mission and building partnership capacity assessment, monitoring and evaluation efforts.
Skill in programming, planning, analysis, assessments and strategy development.
Knowledge of various geographic locations' customs, culture, and history as well as knowledge of current issues facing the U.S. and western hemisphere countries.
Knowledge of security assistance and security cooperation reforms, resourcing authorities and programs with regard to pertinent laws (Title 10 and 22 US Code), regulations, and policies.
Knowledge of business practices in U.S. Embassies, and familiarity with the structure organization and leadership in the U.S. Embassy in Mexico, Canada and in The Bahamas. Mastery in preparing oral and written communications at a high-management level.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
