Duties

This position is being announced concurrently under Excepted Service Examining Plan/ Merit Promotion procedures. Please review vacancy announcement number IHS-23-HQ-12505697-ESEP/MP for eligibility requirements. This announcement is identified as a position needed in support of Sanitation Facilities Construction (SFC) projects specifically funded by Congress through the Infrastructure Investment and Jobs Act (IIJA), subject for a Term of 2-4 years. The position is located within the Division of Sanitation Facilities Construction (DSFC) under the Office of Environmental Health & Engineering (OEHE) and located in an Area or District office. The Budget Analyst performs a variety of analyst duties related to budget formulation and execution to support DSFC staff and projects. Duties of the position include: Compiles factual information and quantitative data to prepare regular and ad hoc reports that present information such as the status of funds, expenditures, and obligations. Maintains databases, budget systems, registers and other automated systems which record budget data and track budget activities. Contributes to the preparation of budget estimates and justifications by extracting and presenting current and historical data. Provides information and assistance to program managers on matters such as the requirements and acceptability of routine budget documents. Monitors, reviews, and reconciles commitments, obligations and expenditures.

Qualifications

To qualify for this position, your resume must state sufficient experience and/or education, to perform the duties of the specific position for which you are applying. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; social). You will receive credit for all qualifying experience, including volunteer and part time experience. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. MINIMUM QUALIFICATIONS: Your resume must demonstrate at least one (1) year of specialized experience equivalent to at least the next lower grade level in the Federal service obtained in either the private or public sector performing the following type of work and/or tasks: GS-09: 1 year of Specialized Experience equivalent to the GS-07 level and/or 2 full years of higher level graduate education or possess a master's or equivalent graduate degree (such as LL.B or J.D.) Specialized experience: Preparing annual budgets and reviewing financial reports. OR Completed 2 full years of progressively higher level graduate education OR possess a master's or equivalent graduate degree (such as an LL.B. or J.D.). GS-11: 1 year of Specialized Experience equivalent to the GS-09 level and/or completed a Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leave to such a degree or LL.M. Specialized experience: Preparing annual budgets and reviewing financial reports; providing advice and recommendations that may affect increases or decreases in funds availability and experience using data tools to develop financial reports and reconciling financial data irregularities. OR PH.D. or equivalent doctoral degree or 3 full year progressively higher level graduate education leading to such a degree.
