About the Position: Responsible for planning, directing, and coordinating the activities and operations required to contractually support the most complex and highest dollar value missions for the District. Commits the Government in the capacity of a designated Contracting Officer within prescribed authority.
Duties
Perform pre-award contracting functions which require the use firm fixed-price contract types to procure construction, architect-engineer, and service projects.
Responsible for planning, directing, and coordinating the activities and operations required to contractually support the mission.
Serve as a Contract Specialist for both pre- and post-award functions for the District.
Prepare well written and concise documentation such as Determination and Findings, Justification and Approvals, and Award Determinations to support the procurement decision(s).
Work with junior Contract Specialist in a mentor capacity, providing on-the-job training and assistance.
Collaborate with Project Delivery Teams involved in acquisitions for Construction, Architect-Engineering and Environmental Services, as well as general supplies and services.
Conduct market research and coordinate with the Deputy for Small Business to determine sources to be solicited; determine appropriate procurement strategy; conduct pre-proposal conferences and address protests.
Evaluate proposals in accordance with source selection evaluation processes; conduct negotiations and prepare award documents; and conduct formal debriefings with unsuccessful offer.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Financial Disclosure Statement OGE Form 450 is required within 30 days of reporting to duty.
- The incumbent of this position will be required to obtain and maintain a Contracting Officer's warrant.
- Incumbent is required to possess and maintain a valid state issued drivers license.
- Selectee must meet position requirements for (Contracting) Certification within 36 months of entrance on duty.

Basic Requirement for Contract Specialist:
Degree: Bachelor's degree (or higher degree) from an accredited educational institution authorized to grant baccalaureate degrees
OR
Exemption: You are exempt from the education requirements above if (A) you are a current civilian employee in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000; OR (B) you are a current military member who occupied a similar occupational specialty to the GS (or equivalent)-1102 on or before September 30, 2000.
In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:
GS-13 Specialized Experience: One year of specialized experience which includes 1) conducting acquisition planning by coordinating pre and post-contract award functions; 2) preparing solicitations that communicate requirements to industry; 3) evaluating responses to solicitations; 4) administering contracts; 5) interpreting and applying relevant laws, regulations, policies, standards, or procedures to specific contracting issues; AND 6) mentoring junior contract specialist.
This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12 or above).
Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-12).
