This position is assigned to the Primary Care Service at the Cincinnati VA Medical Center in Cincinnati, OH. Under the supervision of the Supervisory Administrative Officer/Primary Care. The work site is located at Cincinnati VAMC main campus but may be required to travel to any of the six Community Based Outpatient Clinics or other offsite locations.

Duties

***THIS IS NOT A VIRTUAL POSITION, YOU MUST LIVE WITHIN OR BE WILLING TO RELOCATE WITHIN A COMMUTABLE DISTANCE OF THE DUTY LOCATION*** This position involves a multi-grade career ladder. The major duties listed below represent the full performance level of GS-11. At the GS-09 grade level, you will perform assignments of a more limited scope and with less independence. You will progressively acquire the background necessary to perform at the full performance level of GS-11. Promotion is at the discretion of the supervisor and is contingent upon satisfactory performance, availability of higher-level work, and availability of funds. The Management and Program Analyst is responsible for assisting with the management of administrative services and maintaining the complex day to day administrative operations of the Primary Care Service, Emergency Department. Provides administrative support to the Emergency Department Section Chief, Assistant Chief and Chief of the Primary Care service. Provides assistance in the absence of the Supervisory Administrative Officer and/or Program Specialist. Tracks and reviews data, generates reports assessing the quality, efficiency, and effectiveness of the department and develops/presents ongoing plans for program improvement. Advises and assists in determining program needs to assure maximum utilization of space, equipment, people, and funds available and develops alternate courses of action for the betterment of patient care. Provides guidance and instruction as well as prospective employees on the credentialing and privileging process. Works closely with the credentialing staff for clinical privileges (new and renewals) for all licensed independent practitioners (LIPs) within the Emergency Department. Works with the Human Resources department for the entire process of recruiting and onboarding of the Emergency Department providers (MD/PA). Maintains an accurate and timely Emergency Department staffing schedule displayed on the required locations for staff to view. Maintains the schedule on the VA SharePoint and/or wireless monitors which requires 100% accuracy. Assists with the procurement of contracting for the Emergency Department within the Primary Care Service. Initiates and prepares documents to secure adequate resources to facilitate operations to include determining appropriate costs, performing cost analyses, soliciting bids, writing appropriate justifications, and communicating both orally and in writing with contracts. Prepares procurement packages, evaluation of proposals for work, acting as the COR (Contracting Officer's Representative) for procurements, and/or maintaining procurement and contracting records (Equipment Procurement & Contracting). Organizes work, sets priorities, and determines resource requirements; determines short- or long-term goals and strategies to achieve them; coordinates with other organizations or parts of the organization to accomplish goals; monitors progress and evaluates outcomes. And all other duties as assigned. Work Schedule: Monday through Friday from 8:00am - 4:30pm Recruitment & Relocation Incentives: Not authorized Condition of continued employment: Applicant must obtain certification as a Contracting Officer Representative (COR) Level 1 no later than (NLT) 6 months after employment as condition of continued employment with VA. To qualify for this position, you must meet one of the following: SPECIALIZED EXPERIENCE: At least one (1) full year of specialized experience equivalent to at least the next lower grade level (GS-7) in the Federal Service that has given you the particular knowledge, skills and abilities required to successfully perform the duties of this position. Specialized experience includes: performing analytical, evaluative, and advisory work; managing and coordinating administrative services essential to the effective operation of a program; providing improvement recommendations; preparing a variety of reports, forms, and correspondence; providing computer application assistance to others. NOTE: Applicants wishing to receive credit for such experience must clearly indicate the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. ~OR~ EDUCATION: Successful completion of a master's degree or two (2) full years of graduate level education leading to such a degree in a related field of study that demonstrates your ability to perform the duties of this position. This education must have been obtained at an accredited college or university. NOTE: If you select this option, you must submit a copy of your transcript with your application. Education cannot be credited without documentation. ~OR~ COMBINATION: Equivalent combinations of successfully completed graduate-level education (beyond the first year) and specialized experience, as described above, which meet the total experience requirements for this grade level. The education portion must have provided the knowledge, skills, and abilities necessary to do the work of this position. Education must have been obtained at an accredited college or university. NOTE: If you select this option, you must submit a copy of your transcript with your application. Education cannot be credited without documentation. To qualify for this position at the GS-11 level you must meet one of the following criteria: SPECIALIZED EXPERIENCE: At least one (1) full year of specialized experience equivalent to at least the next lower grade level (GS-9) in the Federal Service that has given you the particular knowledge, skills and abilities required to successfully perform the duties of this position. Specialized experience includes: Must have the ability to work independently and efficiently under pressure and to organize, plan and prioritize work to meet deadlines knowledge of qualitative and quantitative techniques for analyzing and measuring the effectiveness, efficiency, and productivity of administrative and technical program; providing improvement recommendations; preparing a variety of reports, forms, and correspondence; providing computer application assistance to others. NOTE: Applicants wishing to receive credit for such experience must clearly indicate the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. ~OR~ EDUCATION: Successful completion of a Ph.D., equivalent doctoral degree, or three (3) full years of progressively higher-level graduate education leading to such a degree, or LL.M., if related, from an accredited college or university. Such education must demonstrate the knowledge, skills, and abilities necessary to perform the work of this position. NOTE: You must submit a copy of your transcript with your application. Education cannot be credited without documentation. ~OR~ COMBINATION: Equivalent combination of successfully completed higher-level graduate education and specialized experience, as described above, which meets the total experience requirements for this grade level. Typically, the employee may sit comfortably to do the work. However, there may be some walking, standing, bending, and carrying of light items like papers or books. No special physical demands are required to perform the work. The incumbent must be able to deal with emergency situations and function calmly under stress in both public and private setting.
