This position is part of the Office of Environmental Management - Consolidated Business Center, Department of Energy. As a Management and Program Analyst, you will be analyzing and optimizing financial assistance functions with the aim of increasing efficiency and maximizing productivity.

Qualifications
SPECIALIZED EXPERIENCE REQUIREMENTS:
GS-13: A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the GS-12 level. Specialized experience for this position is defined as meeting ALL of the following:
Interpreting, reviewing and analyzing broad policies, regulations, procedures, and system(s) requirements to determine their impact on local operations; and
Developing data required for use in the management and direction of programs; and
Providing advice and guidance on alternatives and resolutions to problems.
GS-14: A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the GS-13 level. Specialized experience for this position is defined as meeting ALL of the following:
Serving as an analyst or advisor to senior program officials with responsibility for analyzing and evaluating a major mission-critical program and its operations or an agency (or organization) wide functional program office with impact across field components; and
Applying a wide range of qualitative or quantitative methods for the assessment and improvement of program effectiveness; and
Advising on policy strategies and establishing programmatic controls to ensure compliance with technical and regulatory commitments.

Examples of qualifying unpaid experience may include: volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations. Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

CTAP/ICTAP candidates: To be considered "well qualified" you must (1) meet all of the requirements as described in this section; and 2) be rated "well-qualified", which is defined as having a score of 85 or better.
