Human Capital Office, Office of Executive Services
The following are the duties of this position at the full working level.
Serves as the Service's senior specialist and staff consultant on policies and key issues concerning the Service's SES program. Plans, develops, and implements SES program policies, procedures, standards, and requirements.
Provides expert and authoritative staff consultative services to managers and program specialists on one or more Service-wide personnel management program functions such as: staffing/recruitment, performance management/awards, compensation/benefits, position classification/position management, and personnel/payroll support systems. Plans, develops, and implements policies, procedures, standards, and requirements for the assigned personnel management program function.
Plans, develops, and implements Service-wide personnel management program evaluation criteria and procedures applicable to the SES and other assigned personnel management program functions. Serves as a team leader when necessary in conducting major Service-wide evaluations of assigned personnel management program operations, and/or provides expert advice and consultation to other team leaders and evaluation teams.
Conducts in-depth research and investigations on highly complex or controversial personnel management program issues and problems. Prepares position papers including detailed recommendations for management and program officials on systemic and organizational personnel management issues and problems.
The selectee will serve as the senior specialist leading the team that provides consultative
services for certification candidates to produce narratives that demonstrate mastery of
executive core qualifications and provides advisory services and facilitates training to prepare
candidates for Senior Executive Service certification package submission.
Qualifications
Federal experience is not required. The experience may have been gained in the public sector, private sector or Volunteer Service. One year of experience refers to full-time work; part-timework is considered on a prorated basis.

You must meet the following requirements by the closing date of this announcement:
SPECIALIZED EXPERIENCE: GS-14 LEVEL: To be minimally qualified for this position at the GS-14 level, you must have at least one year of specialized experience equivalent to the next lower level in the normal line of progression. Specialized experience is experience demonstrating: Comprehensive knowledge of the concepts, principles, practices, laws, and regulations of performance management and a wide range of qualitative and/or quantitative methods sufficient to serve in an authoritative role; providing advice, developing policy, and/or developing interventions on complex service-wide issues (e.g., redesign of HR processes).
AND
MEET TIME IN GRADE (TIG) REQUIREMENT: You must meet applicable TIG requirements to be considered eligible. To meet TIG for positions above the GS-05 grade level, you must have served at least one year (52 weeks) at the next lower grade (or equivalent) in the normal line of progression for the position you are applying to. Advancement to positions up to GS-05 is permitted if the position to be filled is no more than two grades above the lowest grade held within the preceding 52 weeks.
AND
TIME AFTER COMPETITIVE APPOINTMENT: By the closing date (or if this is an open continuous announcement, by the cut-off date) specified in this job announcement, current civilian employees must have completed at least 90 days of federal civilian service since their latest non-temporary appointment from a competitive referral certificate, known as time after competitive appointment.
