Assistant Secretary of Defense, Industrial Base Policy (OUSD(A&S)/IBP) is responsible for analyzing the capabilities, overall health and policies concerning the industrial base on which the Department relies for current and future warfighting capabilities and requirements. IBP leads the Department's insight and oversight of the industrial base in order to facilitate readiness, competitiveness, innovation, and financial stability.
Duties

This position is being filled under Direct Hire Authority (DHA) 5515-538; Subtitle A-Committee on Foreign Investments in the United States; Sec 1717.(a).(4).(b).

Incumbents typical work assignments may include the following:
Actively engage with other DoD elements as well as the interagency and the private sector on CFIUS cases and to ensure IBP is taking advantage of the best capabilities and data currently available regarding global markets.
Leads IBP efforts to identify potential and track completed foreign direct investment activities of concern that have or will not file with the CFIUS.
Collaborate with senior Department leadership and stakeholders of these activities and manage actions as required. This includes tracking global technology trends, the transfer of intellectual property and general global market trends.
Regularly draft policy and write information documents to A&S and DoD senior leadership summarizing key facts and issues associated with global market trends.
Engage with major law firms in negotiating and drafting binding national security agreements and letters of assurance. Monitor mitigated companies to determine legal compliance with mitigation terms.
Make recommendations for penalties and other enforcement methods for incidents of noncompliance with mitigation requirements.
Advocate DoD's position before CFIUS utilizing detailed knowledge of the relevant statutes, regulations and case law.
Track legislative activity to determine impact on DoD CFIUS related functions and make policy recommendations to senior leadership.
Develop policy memo and road map for implementation.
Develop tactical action items for intra-agency and cross agency engagement.
Manage and Develop financial plans and contribute to broader office planning activities.
Analyze budgets and develop proposals for program initiatives.
Review and summarize M&A structuring in foreign acquisition transactions.
Develop alternative financial strategies for M&A transactions.
Develop market fundamentals reports on key strategic industries.
Develop strategy to curate and identify key industries, requirements and solutions necessary to fortify the defense industrial base.
Develop processes to conduct competitive market intelligence.
Proactively conduct complex quantitative analysis, including financial modeling, data manipulation, economic tracking, application of logic & testing of hypotheses where data is incomplete, and segmentation analysis.
Comfortable with data systems, big data technologies, financial data systems (Thomson Reuters, Bloomberg).
Possess advanced writing, PowerPoint, MS excel modeling skills.-Familiar with investment structures (financial products used for transactions), investment lifecycle (venture series funding, debt financing) and investment value chain (angel, venture capitalists, private equity, lenders).
Ability to facilitate Teamwork and Cooperative environment
Ability to delegate tasks in order to achieve project delivery goals.

You may qualify at the NH-04 (GS-14/15) level, if you fulfill the following qualification requirement:
One year of specialized experience equivalent to the NH-03 (GS-13) grade level in the Federal service (experience may have been gained in the private sector) that demonstrates your ability to:
Monitors complex CFUIS agreements across diverse sectors and develops integrated innovative solutions with international partners in the global industrial base.
Engages others utilizing experience in business finance, economics and national security.
Investigating and understanding compliance techniques and policies in determining whether business, government agencies, or individuals have complied with federal, state, or local government regulatory laws.
Mitigates issues of national security related to foreign transactions.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
