Duties
PRIMARY PURPOSE: To serve as a CENTCOM plans specialist and branch chief who coordinates with the CCMDs and other MAJCOMs to ensure AFGSC assets are correctly and effectively being captured in operational plans. Assist in writing AFGSC support plans to combatant plans and assist in developing nuclear generation and execution guidance.
DUTIES:
Using Air Force military rated aviator or missile officer experience, actively participates in strategic planning to improve CENTCOM base operational plans (OPLANS) and ensure AFGSC equities are correctly captured in the planning process.
Applying Air Force military rated aviator or missile officer expertise, performs a broad range of highly complex and controversial qualitative and quantitative analyses of programs, policies, and issues which have major impact on national deterrence policy in the development of long-range plans such as war, mobilization, and similar operations or contingency plans.
Represents AFGSC with a variety of installation and functional area organizations.
Prepares and delivers oral presentations such as briefings, training sessions, consultations, and strategy sessions with other staff service functions and activities to secure cooperation, resolve controversial matters and convey information relative to proposed changes in assigned plans and programs.

Qualifications
In order to qualify, you must meet the Specialized Experience Requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions: Administrative and Management Positions- Miscellaneous Administration and Program Series (0301)
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience equivalent to the GS-12 (or higher) grade level or equivalent (may have been obtained in the federal service, military, or public sector). Examples of specialized experience include in depth knowledge of the mission, operating programs, and organizational structure of the program's functional community on an AF-wide basis; expert knowledge of a wide range of qualitative or quantitative methods to improve complex management processes and systems or program effectiveness; comprehensive knowledge of policies, concepts, and procedures affecting the Air Force's functions in order to effectively administer assigned personnel/manpower/services Air Force wide program(s); wide ranging knowledge of DoD, Air Force, Federal, and industry concepts, laws, principles, practices, procedures, and standards as they apply to operational plans and planning; knowledge of policies, procedures, methods, and publicity techniques of business operations to develop, revise, and advise on programs to meet goals and objectives within available resources; knowledge to conduct studies, which are frequently ad hoc team efforts, to identify, consider, and recommend options for the resolution of substantive organizational and program issues or complex problems not susceptible to treatment by standard methods.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
In-depth knowledge of a wide range of qualitative and/or quantitative methods to participate in the assessment and improvement of command level plans and programs for conducting major operations such as war, mobilization, deployment, exercise, acquisition, or similar operations. Prior military experience as a pilot, navigator, aircrew member, or missile officer; with specialized experience related to Air Force Global Strike Command substantive weapon systems, is highly desirable.
Knowledge of agency program goals and objectives; the sequence and timing of key operational events and milestones; methods of evaluating the effectiveness of planning actions related to actual events; and the relationship of the various command entities involved in overall program planning and execution of military operations and evaluation of the same.
Knowledge of and skill in the application of agency global strike command level plans and programs related to conducting Aerospace Expeditionary Force major operations within the Deliberate Planning Process.
Ability to plan and conduct comprehensive studies and prepare solutions to broad, important, and complex military operational and contingency problems.
Ability to plan, organize, and lead others in studies or projects and to negotiate effectively with senior analysts and management to accept and implement recommendations, where proposals involve substantial resources, and require extensive changes in established concepts and procedures.
Ability to communicate effectively both orally and in writing, negotiate complex issues, and maintain good working relationships.???????
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
