The primary purpose of this position, PROGRAM MANAGEMENT SPECIALIST, NH-0301-03, is to serve as the administrator for the Production Acceptance Certification (PAC), Training Scheduling System (TSS), MyLearning and other training platforms.
Duties
Serve as project lead/manager, regularly leading a variety of project team(s) across organizational lines and conducting organizational program and process related studies and analysis of serviced organizations, functions, and work processes to improve mission effectiveness, resource allocation and efficiency, functions, and work processes.
Plan, organize, and oversee the activities of the organization, ensuring that manpower, personnel, force development/education and training related operations comply with legal and regulatory requirements and meet customer needs.
Participate in special manpower, personnel, force development/education and training related operation projects and initiatives and perform special assignments.
Represent the organization with a variety of installation and functional area organizations.

- PHYSICAL DEMANDS: The work is primarily sedentary. May require some walking, standing, bending, carrying and/or lifting of light items such as paper or books. No special physical demands are required to perform the work.
- WORK ENVIRONMENT: The work is performed in a typical office setting, requiring the use of normal safety precautions necessary for an office environment. The work area is adequately lighted, heated and ventilated.
Qualifications
Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.
SPECIALIZED EXPERIENCE: Applicants must have at least 1 year (52 weeks) of specialized experience at the next lower broadband NH-02, equivalent to the next lower grade GS-11 or equivalent in other pay systems. Specialized experience is knowledge and skill in critical thinking in identifying, analyzing, and solving complex issues; takes and displays personal accountability in leading, overseeing, guiding, and/or managing programs and projects within assigned areas of responsibility; leads and guides others in formulating and executing team plans; possesses an operational understanding of organizational goals and priorities and fully complies with administrative policies, regulations and procedures when performing job operations; works with customers to develop a mutual understanding of their requirements. Probes for detail, as appropriate, and pays attention to crucial details of needs or requests. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Extensive knowledge and skill in applying analytical and evaluative techniques for the identification, consideration, and resolution of issues or problems concerning efficiency and effectiveness of the program and/or strategic sourcing.
Master knowledge of overall missions, functions, and organization of the agency or component. Ability to apply the knowledge to evaluate current organizational strategies and performance.
Extensive knowledge of organizational concepts, principles, and practices as related to the requirements for performance-based logistics, acquisition, supply maintenance, procurement procedures, manufacturing, strategic sourcing, and other support areas.
Ability to work with, lead, and manage various groups or individuals to resolve difficult problems/situations as related to organizational issues. Ability to understand and deploy lean concepts in problem resolution.
Skill in interpreting and applying complex DOD, USAF, AFMC, and AFSC regulations, methods, operating procedures, and policies, as well as developing methods and operating procedures as required
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
