This position is with the Primary Care Service for Dayton VAMC. The Supervisory Medical Administration Specialist is assigned to Community Based Outpatient Clinic (CBOC). This position works with the CBOC Nurse Manager, Service Chief and the Administrative Officer (AO).
This position is at the Lima CBOC.
Duties
The duties for this position include, but are not limited to:
The incumbent provides technical and administrative supervision to a unit of 3.0-4.0 FTE GS-6 level Advanced Medical Support Assistant, GS-06, employees and administrative support staff.
The incumbent oversees the daily operation of the unit, ensures that agency policies and priorities are being followed; develops performance standards; and evaluates work performance of subordinates.
The incumbent gives advice, counsel, and instruction to employees on both work and administrative matters.
The incumbent hears and resolves minor complaints from employees; refers group grievances and more serious unresolved complaints to a higher level supervisor or manager; effects minor disciplinary measures such as warnings and reprimands and recommends action in more serious cases.
The incumbent interviews candidates for positions in the unit; recommends appointments, promotions, and reassignments to unit positions; identifies and provides for training needs; and finds ways to improve production or increase the quality of work within the area of authority.
The incumbent carries out Equal Employment Opportunity policies and program activities, providing a safe and healthy work environment for employees; ensures all equipment, supplies, software programs and access are secured in order for the work space to be as conducive for productive work as possible; responsible for providing educational training programs and techniques developed and given to the field to maintain a progressive program; approves leave of short duration and provides input relative to the employee's performance reviews.
The incumbent serves as the Office/Administration Manager for the assigned CBOC and has the responsibility of coordinating; directing and assuring continuous quality improvement in the patient care administrative activities of the clinic.
S/he is accountable for oversight of day-to-day activities of all outpatient care administrative programs at the clinic and, where applicable, supervision of the assigned administrative staff.
Performs other duties as assigned.

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 08/28/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. You may qualify based on your experience and/or education as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Administrative experience in a healthcare setting; experience prioritizing, coordinating support and completing tasks within established timeframes; independently producing high quality work; experience as a liaison conveying information, referring visitors and callers to appropriate staff; writing and preparing reports and documentation utilizing several types of office automation.

Ph.D. or equivalent doctoral degree

3 full years of progressively higher level graduate education leading to such a degree

LL.M., if related.

Physical Requirements: The work is primarily sedentary, although some slight physical effort may be required. Must be able to lift 20 pounds.
Work is typically in an adequately-lighted and climate-controlled office, but may require frequent travel within the area of responsibility for outreach events and occasional travel to/from the Medical Center.
