This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Domestic Defense Industrial Base (DIB) & Major Range and Test Facilities Base (MRTFB) in DoD to recruit and appoint qualified candidates to positions in the competitive service. About the Position: Serve as Staff Action Officer and advisor to the Senior Responsible Official (SRO) at the U.S. Army's Joint Systems Manufacturing Center - Lima (JSMC-Lima). This is not a remote work position.

Duties

Provide executive advisory services which supports accomplishment of the mission. Provide management information, advice, recommendations and assistance to Senior Leadership on projects, programs, issues and initiatives. Research policy, regulations, and procedures to determine appropriate action. Organize, manage and present information to the SRO and or Deputy SRO. Perform broad and complex studies and analyses across organizational and functional lines on a variety of projects, issues, and problem cases. Prepare administrative policies and procedures for implementation throughout the organization. Plan, develop, organize, implement and manage all administrative actions, programs and support services for the JSMC-Lima organization.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment.
  • This position is designated as Key. The position cannot be vacated during a national emergency or mobilization without seriously impairing the mission.

Qualifications

This position is a TERM Not To Exceed 13 months and may be extended up to a maximum of eight years. This position will be filled at the GS-09 or GS-11 level. If selected at the GS-09 level, noncompetitive promotion to the full performance level is authorized. Who May Apply: US Citizens In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Experience required for GS-09: To qualify based on your experience, your resume must describe at least one year of experience which prepared you to do the work in this job. Specialized experience is defined as experience that is typically in or related to the work of the position to be filled such as assisting in creating briefings/presentations, memoranda and reports using automated software such as MS Word, PowerPoint or Excel to ensure programs and initiatives are accurately met; facilitating and attending meetings and keeping an open line of communication with different stakeholders and coworkers to keep them informed of policies/guidance; utilizing various automated systems such as MS TEAMS or Outlook to track meetings and calendar; and contributing to the creation of deliverables and documents insuring appropriate research and accuracy. Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: business administration, public administration, finance, contract management, or procurement. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages. Experience required for GS-11: To qualify based on your experience, your resume must describe at least one year of experience which prepared you to do the work in this job. Specialized experience is defined as experience that is typically in or related to the work of the position to be filled such as: Create briefings/presentations, memoranda and reports to ensure programs and initiatives are accurately met; Attend meetings and keep an open line of communication with various stakeholders providing recommendations and courses of action to address and resolve issues; inform others of established procedures, policies or guidance to ensure compliance; create deliverables and documents insuring appropriate research and accuracy. Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: business administration, public administration, finance, contract management, or procurement. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
