The National Disabled Veterans Winter Sports Clinic (NDVWSC) Program Specialist assists with managing one of the complex National Veterans Sports Program and Special Events (NVSPSE) Veterans programs position is located at the VA Medical Center, Grand Junction, CO. The incumbent
serves as the Program Specialist to the Director of the NDVWSC. This is one of six national programs designed to serve specific segments of the Veteran population. The incumbent reports to the NDVWSC Director.
Duties
Reviews, analyzes and interprets incoming requests, recommends appropriate action or suggests appropriate alternatives based on knowledge of internal operations, agency personnel, policies, budgetary constraints and work priorities.
Provides advice on solving complex personnel-related problems
Interprets administrative policies, develops implementation or local policies, defining administrative requirements, and/or providing advice to top management on related issues
Monitors quality program implementation and indicators designed to prevents erroneous transactions and ineffective work practices and to verify adherence to quality plans and requirements.
Coordinates the establishment of goals, objectives, and long-range plans.
Evaluates and monitors administrative activities and makes substantive recommendations for program improvements.
Ensures adherence to reporting requirements at all levels.
Develops status reports or response materials for the director for higher level review or signature.
Provides advice on solving complex personnel-related problems.
Assuring procurements are appropriate for current Veteran rehabilitative and medical care and practices and assure the items receive the appropriate reviews from biomedical, information technology, or other forms of procurement review.
Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 08/27/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-9. For a GS-12 position you must have served 52 weeks at the GS-11.The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
You may qualify based on your experience and/or education as described below:
GS-11
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-9 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: assisting in performing various management and administration functions and activities; assisting in applying analytical and evaluative methods and techniques to issues or studies concerning the efficiency and effectiveness of program operations; assisting in planning, scheduling, and conducting projects and studies to evaluate and recommend ways to improve the effectiveness and effectiveness and efficiency of work operations. OR,
Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a Ph.D. or equivalent doctoral degree or three (3) full years of progressively higher-level graduate education leading to such a degree or LL.M., if related. OR,
Combination: Applicants may also combine education and experience to qualify at this level. You must have a combination of specialized experience and education beyond two years by 18. Add the two percentages. The total percentage must equal at least 100 percent to qualify.

Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: reviewing, analyzing, and interpreting incoming requests, recommending appropriate action, or suggesting appropriate alternatives; interpreting administrative policies, developing implementation or local policies, defining administrative requirements, and/or providing advice to top management on related issues; applying new policies, providing advice on requirements, maintaining administrative systems, and preparing administrative paperwork; performing quality management activities, which are designed to improve quality of transactions processing, customer service activities or other business procedures; performing quality assurance activities for products, equipment and systems used by federal government agencies.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.
Physical Requirements: The work is physically demanding in some assignments; walking, standing, bending and carrying, packing and moving of heavy and awkward items is required, some instances require maneuvering steps with heavy objects. More walking is required during the special event programs for observing and overseeing operations. Flexibility is needed to accommodate events and activities occurring during off tours, weekends, holidays, and evenings. Travel in automobile or air is required.
