Duties

The incumbent provides independent advice, counsel, guidance, assistance and operational support to the Director, James A. Haley Veterans' Hospital and Clinics, and the NVGAG Director. As the primary advisor, duties require contact with all segments of the public and private sectors involved with successful planning and execution of the Games. Incumbent oversees multiple NVGAG Local Organizing Committees in consideration of issues to improve execution of the Games for participating Veterans. He/she maintains direct liaison with the highest levels of VA management locally, as well as the Medical Center Director & NVSP&SE Director. Maintains liaisons and provides coordination with other public and private agencies (to include dealing with state and locally elected officials and executives). This incumbent serves as the Local Organizing Committee Coordinator responsible for on-site management and day-to-day operations of the NVGAG. The incumbent has overall responsibility for budget, planning and implementation of the host NVSP&SE Program. Oversees the activities of the Local Organizing Committee to include sub-committees, Logistics (e.g., accommodations, transportation, meals, communication, security, medical support), Administration (e.g., data management, equipment management, volunteers), Public Affairs (e.g., memorabilia development, printing, hospitality, VIP Functions, media relations and daily newsletter), and Ceremonies (e.g., Welcome Reception, awards, and Opening/Closing ceremonies) for participants of the Program. Work Schedule: 8:00am-4:30pm Monday- Friday. Compressed/Flexible: Not Available Telework: This position may be authorized for telework on an ad-hoc basis with supervisory approval. To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 08/30/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS 12 position you must have served 52 weeks at the GS 11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. You may qualify based on your experience as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Experience planning, organizing and directing the day-to-day operations of a program including staff management of all logistical details. Experience writing clearly and concisely to prepare papers, briefings, statistical materials, and other written communications to be presented. Experience in applying analytical and evaluative methods and techniques to issues or studies concerning the efficiency and effectiveness of program operations. Experience with pertinent laws, regulations, policies and precedents which affect the use of program and related support resources in the area studied. Experiencing sorting out problems when dealing with a variety of information from different sources. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: The work is primarily sedentary, and usually accomplished while seated at a desk, some slight physical effort may be required. The normal daily environment is sedentary although some slight physical effort may be required. As the event date approaches, irregular hours and overtime is likely to occur. The incumbent must be flexible to the demands and be able to function under pressure of extreme deadlines. WORK ENVIRONMENT The work environment involves everyday risks or discomforts requiring normal safety precautions typical of office settings. The work area is adequately lighted and climate controlled. Will require frequent travel to event sites throughout the host community. Work is typically performed in an adequately lighted and climate-controlled office. Local travel is required to visit governmental offices (both federal and state), health care facilities, universities and commercial sites in preparation of the NVGAG. Requirements exist to extend normal workdays into evening and/or weekends to accomplish coordination necessary with local officials. This position is suitable for telework.
