You will serve as an ADMINISTRATIVE OFFICER of PERS WASHINGTON. Salary for the GS-11 position: $82,764 to $107,590. Salary for the GS-12 position: $99,200 to $128,956.

Duties

You will coordinate personnel actions with the staff and provides liaison with N1B1 to resolve related issues and problems. You will be administratively responsible for the management of all administrative aspects of comptroller personnel on human resources, Time and Attendance, budget preparation, Defense Travel System (DTS/Travel), Government Purchase Card (GPC), etc. You will have complete responsibility and authority to plan, schedule and carry out major projects and studies concerned with financial management and organizational effectiveness. You will ensure the financial integrity, timeliness, accuracy, and validity of supporting managerial accounting, budget execution, and financial management reports.

  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications

For the GS-12: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Applying concepts, principles, laws and regulations of financial administration, budgeting and civilian personnel to advise management on functions and work practices; 2) Performing studies by applying qualitative and/or quantitative analytical and evaluative methods concerning the efficiency and effectiveness of program operations and administrative support functions; 3) Developing recommendations to resolve problems of effectiveness and efficiency of work operations; 4) Providing administrative support to a program or organization. For the GS-11: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Applying information gathering techniques in identifying and analyzing financial information; 2) Interpreting financial management policies and procedures to provide answers to questions; 3) Evaluating issues and providing recommendations of alternative ways to resolve conflicting agency goals and strategies; 4) Providing administrative support function guidance to include but not limited to (i.e. time and attendance, budget preparation, Defense Travel System (DTS), obtaining supplies), etc. Additional qualification information can be found from the following Office of Personnel Management web site: https://www.opm.gov/policy-data-oversight/classification-qualifications/general-schedule-qualification-standards/#url=List-by-Occupational-Series Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., professional, philanthropic, religious, spiritual, community, student, social). Education

For the GS-11 position: In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:

have successfully completed a Ph.D. or equivalent doctoral degree OR
have successfully completed three full years of progressively higher-level graduate education leading to a Ph.D. or equivalent degree OR

have a combination of experience and graduate education as described above that equates to one year of experience.
