Duties
Typical work assignments include, but are not limited to:
Provides executive level advice and assistance to the head of the program office assigned on a variety of administrative policy matters and subjects.
Plans, obtains, and assists with providing of a full range of office services and related support, such as telephones, office equipment, supplies, local purchasing, space planning, publications, printing,
Reviews and provides detailed comments on management plans and proposals.
Monitors problem areas to measure progress toward reaching objectives in a cost effective, economical, and efficient fashion.
Informs personnel of regulations and requirements, updates, and changes; screens all in-coming policies and procedures and regulations.
Plans, organizes, and conducts special briefings and presentations to inform managers of new human resources, labor relations, and financial management initiatives, priorities, and studies.
Prepares varied oral and written presentations to define management's best course(s) of action.
Advises management regarding ways to improve assigned liaison functions.
Resolves questions of policy, jurisdiction or conflicting interests as related to the administrative functions and requirements of the program office.

To be considered minimally qualified for this position, you must demonstrate that you have the required experience for the respective grade level in which you are applying.
You qualify for the GS-12 grade level, if you have:
EXPERIENCE: At least one (1) year of specialized experience at the GS-11 grade level (or equivalent) performing the following duties:
Develop and maintain information tracking databases, systems and controls for the generation and distribution of recurring and special reports; AND
Conducting briefings and presentations to inform managers about new initiatives, priorities, and studies in human resources, labor relations, and financial management; AND
Analyzes significant issues and problems and develops expert-level recommendations and alternative solutions; AND
Consolidates data as necessary, and reviews to ensure accomplishment of objectives, timeliness, and acceptability.
You qualify for the GS-13 grade level, if you have:
EXPERIENCE: At least one (1) year of specialized experience at the GS-12 grade level (or equivalent) performing the following duties:
Leading or directing the activities of resource programs in most of the following areas: Human Resources, Information Technology, Security, Legal and other functional elements to obtain administrative services; AND
Developing, analyzing, and evaluating strategic and operational management plans and proposals; AND
Performing complex studies and projects involving program development and program evaluation for providing or improving administrative services; AND
Providing advice and guidance on pertinent laws, regulations, policies and precedents applicable to administration and management.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Time-in-Grade Requirements: Under competitive merit promotion procedures, any individual who is currently holding, or who has held within the previous 52 weeks, a General Schedule (GS) position under a non-temporary appointment in the competitive or excepted service, must meet "time-in-grade" requirements (have served 52 weeks at the next lower grade of the grade for which you are applying). NOTE: Current or former GS federal civilian employees, within the previous 52 weeks, applying for a position under the Veterans Employment Opportunities Act (VEOA) must meet time-in-grade requirements.
Time After Competitive Appointment: By the closing date specified in this job announcement, current Federal civilian employees must wait at least 90 days after their latest non-temporary appointment from a competitive service referral certificate before promotion, transfer, reinstatement, reassignment, or detail.
