The incumbent serves as a full deputy to the Executive Director, Foreign Service Institute, and in his/her absence or when otherwise unavailable, serves as the Acting Executive Director with full authority over the work of the Executive Office.
Duties
Serves as a full deputy to the Executive Director.
Participates with the Executive Director in managing and directing the work of the Executive Office and serves as Acting Executive Director in the Executive Director's absence.
Performs administrative/management functions; Performs highly technical work and carries out administrative, personnel management, and financial management functions with respect to the day-to-day operations of the Executive Office.
Responsible for oversight of five divisions within the Executive Office (Acquisition, General Services, Budget & Finance, Human Resources and the Registrar's Office)
Requirements

- Must be able to obtain and maintain a Top Secret security clearance.

Qualifications
Applicants must meet all the required qualification requirements described below by the closing date of this announcement.
NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement.
Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F.
Applicants must have 1 year of specialized experience equivalent to the GS-14 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position.
Qualifying specialized experience must demonstrate the following:
Experience in managing at least two of four of the following:
Budget: Managing budgets, to include development, execution, and monitoring of budget plans for effective resource allocation.
Human Capital: Managing human capital, workforce planning, talent acquisition, performance management, and employee development.
Facilities Management: Overseeing facilities or space management, development and implementation of policies and procedures related to space allocation and facilities operations.
Acquisitions: Federal acquisitions, and the procurement of goods and services to ensure compliance with federal regulations and guidelines.
Experience communicating complex ideas clearly and persuasively, both verbally and in writing, to high-level stakeholders within and outside the organization.
Experience reviewing administrative processes and implementing solutions to improve efficiency
There is no substitute of education for specialized experience for the GS-15 position.
In addition, applicant's experience must also demonstrate that the candidate possesses the following qualities:
Ability to assign, review, and supervise the work of others;
Objectivity and fairness in judging people on their ability, and situations on the facts and circumstances;
Ability to adjust to change, work pressures, or difficult situations without undue stress;
Willingness to consider new ideas or divergent points of view; and
