You will serve as a ADMINISTRATIVE OFFICER in the ADMINISTRATIVE DEPARTMENT of STRIKE GROUP OCEANOGRAPHY TEAM NORFOLK.
Duties
You will be responsible for managing the organization's Administrative Management Program.
You will manage administrative standard operating procedures, administrative internal controls, and organizational files management.
You will explore solutions to administrative issues and suggest action based on results of studies, surveys, and individual interviews.
You will keep management informed of new or revised administrative polices, regulations, and procedures that affect the organization.
You will provide overall management of execution, accounting, and reporting of the command budget and financial processes.
You will serve as the Command Security Manager and plan, develop, and carry out security procedures that include Personnel, Information, and Physical Security.

- Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
- You will be required to obtain and maintain a U.S. Passport.
- This is a Mission Essential position. You will be required to ensure organization or facility continuity of operations and/or completion of tasks that are considered essential to the mission designated by a local or command decision.
- This position is subject to work an uncommon tour, including nights, weekends, and holidays to meet mission requirements. Overtime or night differential pay and/or unusual duty hours may be required.
Qualifications
To qualify for the ADMINISTRATIVE OFFICER, GS-0341-11, your resume must demonstrate at least one full year (52 weeks) of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
Experience interpreting and applying Navy Administrative Policies and Procedures and Command Pay and Personnel Procedures.
Experience with the Marking and Handling of Classified Information as well as applying storage and destruction procedures for TS/SCI Information.
Experience conducting In Briefings and appropriate Defense Information Security System entries for the proper recording of In Briefings/Debriefings and submission of Visit Requests.
Experience utilizing the NP2 Portal, Electronic Questionnaire Information Program (EQIP) and Mirador submission of clearance eligibilities by the Defense Security Cooperation Agency Central Adjudication System.
Experience employing strong communication and customer service skills.

Education

Successful completion of a Ph.D. or equivalent doctoral degree
or
Successful completion of 3 full years of progressively higher level graduate education leading to such a degree
or
Possession of an LL.M., if related
or
A combination of experience and graduate education as described above that equates to one year of experience
