You will serve as an Administrative Officer (N1) for the NAVINFOWARDEVCEN NORFOLK.

Duties

You will lead a team of administrative professionals, providing all civilian and military personnel administrative support for the NIWDC Commander. You will review and analyze higher echelon policies that impact NIWDC and develop internal and command level administrative policies, procedures, correspondence, reports, records, briefing materials, and statistical and narrative material. You will provide military and civilian personnel advice and assistance in the areas of planning; policy development; work methods and procedures; manpower utilization; organizational structures; distribution of resources; or similar areas. You will support command staffing/manning planning and submissions, placement coordination, sponsorship coordination, and staffing priorities. You will oversee command training requirements and execution –establishing annual training requirements, staff education and professional development budgeting, review and approval, etc. You will attend requisite meetings and conferences to advise supervisors, subordinate units and directorates of any action required by NIWDC Commander. You will comment on proposed administrative policies, procedures, programs, and systems. You will recommend actions to ensure consistency with Navy and DOD strategies and objectives. You will provide information to management/supervisors to ensure billet descriptions satisfy the changing needs of the Directorate. You will review updates to automated records and reports to reflect command strength, personnel, distribution, status of outstanding personnel actions and staffing trends to assist key management personnel in decision-making. You will provide input and supports the budget formulation process, spend plan development, and programming efforts as required. Leads and manages applicable staff projects as directed.

Requirements

  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
  • Males born after 12-31-59 must be registered for Selective Service.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.

Qualifications

GS-13 Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience and thorough knowledge of Navy correspondence, awards, policy development, military and civilian personnel matters (awards, fitness reports, evaluations, promotions, leave administration, command level pay matters, retirements, etc.), manpower and manning (billet management, placement coordination, program objective memorandum (POM) submissions, etc.), and training management. Experience and thorough knowledge of administrative concepts, laws, policies, practices, regulations and procedures and their application to military and civilian personnel management. Experience maintaining current knowledge and answer questions on procedures, policies and directives. Experience making decisions, resolving problems or discrepancies based on knowledge of administrative rules, regulations, and procedures. Experience and skilled in developing new or modified work methods, organizational structures, management processes, and/or program administration procedures. GS-12 Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience and thorough knowledge of administrative concepts, laws, policies, practices, regulations and procedures and their application to military and civilian personnel management. Experience making decisions, resolving problems or discrepancies based on knowledge of administrative rules, regulations, and procedures. Experience and skill in writing routine letters, memoranda, briefing presentation, training material, forms, and narrative reports, etc. in a clear, concise, and tactful manner. Audiences range from lowest grade (junior sailor) to senior executive level civilians and Flag Officers. Material may be formally or informally presented and contain classified, private, or sensitive information. Experience providing a wide variety of human resource and personnel related support (e.g. position management, performance management, training, onboarding, benefits, employee development); assisting in managing and implementing security program policies, procedures and requirements; AND assisting in providing a wide variety of administrative support (e.g. purchase card administration, payroll, timekeeping, office management).
