You will serve as a Management Analyst in the LO/CLO Tech Policy & Advanced Projects, Code PMR-51 of OFFICE OF NAVAL RESEARCH PMR 51. ***This Job Opportunity Announcement is using an additional online assessment tool to evaluate applicants. Duties

You will develop, manage, and improve the processes, procedures, and functions of the PMR-51 offices across multiple sites. You will ensure concurrence with security and administrative requirements as they pertain to day-to-day operations to include personnel administration, information technology systems, and facilities management functions. You will provide advice and assistance to the PMR-51 Director/Deputy Director concerning operations, reorganizations, and management reports. You will be responsible for the day-to-day functioning of the office and directly oversee the administrative staff. You will conduct day-to-day business within the command, relying on experience of organizational objectives, functions, and programs. You will perform personnel management functions for ONR military, ONR civilian, detailees, and Office of Technology Development Support civilian personnel. You will manage the budget for the office travel program and serve as the Certifying Official for travel vouchers.

  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications

Your resume must demonstrate at least one year of specialized experience equivalent to the next lower pay band (NO-03) or grade level (GS-11/12) in the federal service or equivalent experience in the private or public sector performing most or all of the following duties: 1) Analyzing administrative and management policies and procedures to improve an organization's business process efficiency and to accomplish program objectives; 2) Developing improved work methods, organizational structures, management processes, and program administration policies, procedures, and processes in support of administrative functions and operational programs; 3) Conducting comprehensive program reviews to evaluate and resolve operating issues and assess program efficiency and effectiveness; 4) Reporting analysis and metrics data utilizing advanced computer proficiency in Microsoft Office applications (e.g. Excel and PowerPoint); and 5) Advising management on the development, analysis, and evaluation of improvement processes, procedures, and functions in administrative areas.
