The primary purpose of this position is to serve as the lead analyst for the Air Force National Intelligence Program (NIP) and Chief, National Intelligence Program Integration. Provides technical expertise to the Chief, Resources Division on Intelligence Community Planning, Programming, Budgeting
and Evaluation activities.

Duties
DUTY 1: Plans, organizes, and directs the activities of National Intelligence Program Integration Division, ensuring that HQ USAF A2/6OR complies with legal and regulatory requirements and meets customer needs.
DUTY 2: Serves as the MIP lead analyst for all matters pertaining to planning, programming, budgeting, and execution of the resources requested and funded in the AF POM, the DoD Budget Request, and the President's Budget (PB) for AF MIP ISR programs.
DUTY 3: Exercises supervisory personnel management responsibilities.
DUTY 4: Represents AF/A2/6OR, Resources Divisions with a variety of installation and functional area organizations and maintains a close working relationship with HQ USAF directorates, USAF MAJOCMs, Intelligence Community (IC), other service counterparts, and DoD offices to integrate ISR/CEO program resources and policy actions.
DUTY 5: Oversees USAF intelligence program budget activities with congressional intelligence committee and various media forums.

Qualifications
This is a GG-15 position in the Defense Civilian Intelligence Personnel System (DCIPS). The GG-15 duties for the " Supervision/Management " work category are at the "Expert" work level and are equivalent to those at the GS-15 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job.
In order to qualify, you must meet the Specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative Management Positions.
EXPERIENCE REQUIRED: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience include: knowledge of a wide range of concepts, principles, and practices and skill in applying this knowledge to difficult and complex work assignments; in-depth knowledge of functional plans, policies, programs, and systems engaged in the collection, processing, dissemination and production of intelligence combined with knowledge of financial programming and budgeting intricacies of intelligence funding sources. Note: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of the planning, programming, budgeting regulations, guidelines, and procedures. Comprehensive knowledge of the DoD, IC, and Air Force Corporate Planning, Programming, and Budget Execution (PPBE).
2. Knowledge of functional plans, policies, programs, and systems engaged in the collection, analysis, processing, dissemination, and production off ISR/CEO.
3. Knowledge, experience and understanding of the Military Intelligence Program (MIP), National Intelligence Program (NIP), Cyber Effects Operations (CEO) and DoD Battlespace Awareness (BA) Function Area Programs.
4. A high degree of skill in analyzing and comparing cost benefits, cost projections, budgetary tradeoffs, fiscal strategies, and programmatic factors to produce fully justified options that can be presented to the senior levels of the Air Force, DoD, and the Intelligence community.
5. Knowledge of Joint and combined operational doctrine; DoD organization relationships at all levels; congressional, GAO, OMB, and AF/IG reviews, audits, and investigation procedures. Knowledge of security practices for ensuring the safeguarding of classified information.
6. Ability to plan, organize, and direct the functions and staff of a small to medium sized organization. Ability to communicate effectively, both orally and in writing using tact and diplomacy. Oral and written expression must be at the highest quality to clearly and accurately represent Air Force requirements, plans, and programs. A thorough understanding of DoD procedures concerning public health, safety, EEO, and security issues.
CONDITIONS OF EMPLOYMENT CONTINUED:
1. SPECIAL SENSITIVE: Position is designated special-sensitive and requires eligibility for access to Sensitive Compartmented Information (SCI), other intelligence-related Special Sensitive information, or involvement in Top Secret Special Access Programs (SAP) to fully perform the duties
and responsibilities of the position. A non-disclosure agreement must be signed.
2. Drug Testing: This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions
presents a clear threat to the mission of the Air Force, national security, and public safety.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
