Position serves as first-level supervisor in Management Support Services Branch in the Office of the Secretary (OSEC), United States Department of Labor. Will provide planning, directing, organizing, and exercising control over nonsupervisory employees assigned.
This position is outside of the bargaining unit.
Duties
This position serves as a first-level supervisor in a Management Support Services Branch in the Office of the Secretary (OSEC), United States Department of Labor. He/she will provide planning, directing, organizing, and exercising control over nonsupervisory employees assigned. Management Support Services is responsible for the development, execution, and monitoring of administrative and program budgets; FOIA, establishment of priorities and schedules for procurement development of internal administrative policies and operating procedures; monitoring contracts, human resources management; information technology telecommunications and office equipment services; management analysis; OSEC office space planning and utilization; executive motor pool; travel authorization and reimbursements. The incumbent needs to be capable of performing duties and requirements of the MSS Director in the absence of the Director.
Plans, organizes and directs the activities of a Management Support Services (MSS) Branch, ensuring that assigned projects and programs are compliant.
Administrative and Program budgets and actively assists the Executive and senior staff in coordinating management planning, policy, and decision making. Analyzes issues, goals, and initiatives to support day to day executive management operations and administrative functions.
In the absence of the Director, the incumbent is responsible for providing consultation and problem solving for a variety of sensitive and potentially controversial administrative matters.
Works with the Director to employ special projects specific to the enhancement of the OSEC. In this capacity the incumbent coordinates special pilot projects based on new private/public sector initiatives and trends.
Coordinates the organization and schedules of the Secretary's special events. In this capacity, the incumbent plans and arranges for a variety of meetings and conferences for on and off-site events, the incumbent is responsible for negotiating for potential meeting facilities on price and all other matters related to the particular meeting/conference that will ensure a successful event.
Provides analytical responses to senior level Departmental executives based on expert research of management regulations.
Keeps abreast of new "'management" initiative/concepts within the Federal and/or public community.
Performs other duties as assigned.
Requirements

- Candidate required to obtain the necessary security/investigation level.
- Requires a probationary period if the requirement has not been met.
- Subject to financial disclosure requirements.
- Requires a supervisory probationary period if the requirement has not been met.
Qualifications
You must meet the Specialized Experience to qualify for Supervisory Management and Program Analyst, as described below.
For GS-14: Applicants must have 52 weeks of specialized experience equivalent to at least the next lower grade level GS-13 in the Federal Service.
Specialized Experience is the experience that equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to perform the duties of the position successfully, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level.
Qualifying specialized experience for GS-14 includes:
Experience managing or supervising a team.
Experience in coordinating plans and schedules with other organization managers and customers.
Experience with the E2 Travel System and the travel policies and procedures within the Department that meets the customers' needs.
Experience with the Department's budget process and or policies.
Education
