Duties
ADDITIONAL INFORMATION: NGA's Program Performance Officers extensively collaborate across the agency to develop performance metrics based on mission and project activities, budget categories and oversight directives. They also collect, analyze, and report performance against metrics to Agency leadership and externally to the Office of the Director of National Intelligence (ODNI). They work to ensure metrics both follow guidance and best represent efforts toward the Agency's strategy and objectives. These individuals work extensively with NGA organizations to understand projects that are underperforming, and ensure mitigation plans are in place and that leadership is aware of these challenges. Results from program performance activities are critical in Agency and ODNI decision-making on resources and mission and are ultimately reported to Congress in the Congressional Budget Justification Book (CBJB)Overarching activities of the Program Performance Officer include:1. Liaise with ODNI performance points of contact, Agency financial management and performance officers.2. Clarify, assess, and continuously improve performance measures supporting Intelligence Community, Department of Defense and NGA strategic objectives.3. Develop, update and maintain NGA performance measures in ODNI reporting tools and systems.4. Deliver timely measures program performance data supporting NGA priority, program and resources decisions to facilitate NGA's execution of its strategy.5. Report performance measure results and analysis to NGA senior leaders.6. Provide quality control for all performance measure submissions, ensuring they meeting NGA leadership expectations and requirements from ODNI.7. Deliver useful program performance measure training and guidance to Agency performance officers.8. Conduct quarterly metrics data collection and reviews.9. Qualifications
MANDATORY QUALIFICATION CRITERIA: For this particular job, applicants must meet all competencies reflected under the Mandatory Qualification Criteria to include education (if required). Online resumes must demonstrate qualification by providing specific examples and associated results, in response to the announcement's mandatory criteria specified in this vacancy announcement: 1. Experience creating, tracking and reporting performance metrics.2. Experience with utilizing Microsoft Excel for data collection and analysis.3. Experience with Planning, Programming, Budget and Evaluation (PPBE) processes.4. Experience in project management skills with the ability to balance multiple priorities.5. Experience in written and verbal communication skills.6. Experience interacting with organization leadership and external oversight agencies.EDUCATION REQUIREMENT: A. Education: Bachelor's degree from an accredited college or university in Accounting, Business Administration, Business Information Systems, Business Finance, Contracting, Economics, Finance, Law, Public Administration, Public Policy, or a related field. -OR- B. Combination of Education and Experience: A minimum of 24 semester (36 quarter) hours of coursework in any area listed in option A, plus experience in the application of quantitative and qualitative analysis methods to evaluate the effectiveness of programs and organizations, or a related area that demonstrates the ability to successfully perform the duties associated with this position. As a rule, every 30 semester hours of coursework is equivalent to one year of experience. Candidates must show their combination of education and experience totals 4 years. -OR- C. Experience: A minimum of 4 years of experience in the performance of qualitative and quantitative analysis to evaluate the effectiveness of programs and organizations, or a related area that demonstrates the ability to successfully perform the duties associated with this work.DESIRABLE QUALIFICATION CRITERIA: In addition to the mandatory qualifications, experience in the following is desired: 1. Advanced knowledge of performance-based management processes with OMB Circular A-11, Part 6.2. Advanced understanding of the contents of and processes the support the creation of the Congressional Budget Justification Book (CBJB).3. Advanced understanding of the Intelligence Community's mission and organizations.
