This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Business & Technical Management Career Path (Acq Demo only) to recruit and appoint qualified candidates to positions in the competitive service. About the Position: The pay band NH-04 includes the General Schedule grade equivalent to GS-13 to 14. Other initiatives under the Acquisition Demonstration Project include simplified classification, streamlined hiring process and expanded developmental opportunities

Duties

The incumbent is responsible for all matters involving interpretation, development, implementation, and oversight of policies and procedures relating to the planning, integrating, and operational support missions for the organization. Ensures the operational guidelines and procedures of the organization reflect the efficient and effective use of time and resources. Provide authoritative information in support of the plans, integration, and operations mission. Mediates controversial issues for internal and external sources involving the development and/or implementation of administrative policy and mitigates the impact of inter-organizational conflicts. Oversees the support staff and reviews planning for other recurring and unique events, functions, meetings, and conferences conducted to promote and facilitate the execution of programs and functions. Orchestrates problem-solving sessions and performs numerous staff actions necessary for the successful conduct of the conference.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration.
  • One year probationary period may be required.
  • You will be required to provide proof of U.S. Citizenship.
  • This is an Army Acquisition, Logistics and Technology Workforce position.
  • Selectees must meet position requirements for certification at Level III (Advanced) in the Acquisition Career Field (Program Management) within 48 months of entrance on duty.
  • One-year supervisory probationary period may be required.
  • This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Top-Secret security clearance with sensitive compartmental information or access for the duration of employment.
  • The duties of this position require submission of, on an annual basis, OGE 450, Confidential Financial Disclosure Report.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. To qualify based on your experience, your resume must describe at least one year of experience which prepared you to do the work in this job. Specialized experience is defined as: 1) Lead operations and acquisition activities within the organization; 2) Develop plans, policies, and/or procedures in support of the organizational mission and objectives; 3) Manage oversight of cost, schedule, and performance metrics for all projects within the organization. 4) Direct digital transformation efforts to improve organization efficiencies. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service NH-03 .
