Serves as an Information and Technology Analyst/Developer in the Division of Review and Automation Support in the Office of Quality Review (OQR). Performs systems analysis combined with application development required to support various application studies.

Duties

Performs systems analysis combined with application development required to support various applications and studies. Works within the boundaries of the Quality Review systems to develop data records, studies, sampling criteria, calculations, review forms, validation rules, reports, cont'd and case documents utilizing but not limited to SQL, basic SAS, and server-side JavaScript. Develops dashboards and reports using standard SSA reporting tools. These reports may include analytical, Management Information (MI), and case count information. Works independently to develop custom applications for the Office of Quality Review. Provides design and coding specifications that may include descriptions of data, cont'd database table layouts and documentation, program flow, and other technical details. Develops and maintains application code adhering to OQR’s software and architecture standards. Independently conducts periodic reviews of software to identify potential areas for increased performance and opportunities to enhance the code and ensure it adheres to current IT policy, standards, and guidelines. Maintains continued update of system specifications throughout the software life cycle, analyzes user requirements, recommends solutions to meet the business requirements. Assures modifications and enhancements are made to meet those requirements. Develops test plans and conducts testing to verify requirements have been met with all work products and to verify the functionality of the system. Oversees projects, monitors project tasks, and provides status to management. Independently plans and carries out complex assignments such as working with various user groups to identify their needs and successfully delivering a final product that meets or exceeds their expectations. These products may include new studies defined in the Quality Review Systems, reports, or software. Independently develops training materials for supported systems. Trains users in functionality and use of software. Trains programming staff in new system techniques.

Qualifications

To qualify for the 2210 IT Specialist series, applicants must demonstrate the following competencies: Attention to Detail - Is thorough when performing work and conscientious about attending to detail. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; know about available products and services; and is committed to providing quality products and services. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. To qualify for the GS-12, the applicant must have 52 weeks of specialized experience at the GS-11 level, or equivalent, which is in or related to the work of the position to be filled, that has equipped you with the particular knowledge, skills, and abilities to successfully perform the duties of the position. Such experience should include analyzing a variety of IT issues, including systems configuration and design, hardware and software configuration, problem analysis and resolution, and network configurations. Experience must demonstrate technical expertise in evaluating system interrelationships, operating mode, system software and/or equivalent configurations appropriate for a given project and must include formulation of solutions and recommendations for management. Experience should also include developing applications in ASP.NET and C#. Experience must be IT related; the experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, IT certification), as appropriate. NOTE: You must submit a thorough resume that includes the grade level, to and from dates, job title, and a description of the specific duties you performed for each position. Your SSA-45 must also include your current permanent or temporary organizational location (office name and location).
