About the Position: Serves as a Contract Performance Evaluator engaged in the administration and inspection of multi-year, multi-million dollar base-wide service contracts.

Duties

Performs on-going planning and coordination in order to integrate procurement actions pertaining to contracts administered for both the government and contractor. Evaluates contractor performance for a wide variety of contractual issues and obligations including the timely provision of optimum quality services and ensures finished products conform to contract specifications. In conjunction with the COR, plans and conducts post-award conferences to ensure compliance with and full understanding of contractual and technical requirements and to preclude unauthorized changes or alterations in contract provisions. Trains, orients, coordinates with, and oversees the activities of building custodians, inspectors, and others who are recognized as subject matter experts in organizations serviced by the contract. Reviews contractor's expenditures and makes recommendations about allowable costs.

  • May require the use of protective clothing and equipment as authorized by the installation Safety Office.
  • Duties require operation of motor vehicle to commute between job sites and office; therefore, employee must possess or be able to obtain and maintain Alaska State Driver's License.
  • May be required to work irregular hours based upon mission needs.

OR Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Accounting, Business Management, Contract Law, Economics, Financial Management, Industrial Management, Marketing, etc. (Note: You must attach a copy of your transcripts.) OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. You will be evaluated on the basis of your level of competency in the following areas: CommunicationsContract AdministrationContracting/ProcurementQuality Assurance Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-09).
