Job opening: Business Process Development Specialist

Salary: $117 962 - 153 354 per year

The position is located in the Office of the Director, Court Services and Offender Supervision Agency for the District of Columbia. The agency is responsible for providing community supervision for offenders on parole, probation and supervised release in the District of Columbia. This is not a virtual position; you must live within or be willing to relocate within a commutable distance of the duty location.

Duties

The person assigned to the Management and Program Analyst position will be responsible for the timely development of high-quality systems, services, and programs that area aligned with the Agency and the Director's priorities that support the mission of the Agency in close collaboration with subject-matter experts and the agency leadership. Serves as the Agency's subject matter expert on the business process design, development, and implementation. Business Process Development and Management Analyzes, formulates, and develops ideas, concepts, and methodology for new or revised policies, procedures, and systems for designing, implementing, and evaluating programs. Assesses strategic objectives, program and project design, and methodology used, to determine that they will accomplish established objectives. Plans and develops quality programs, procedures, and methodologies to improve the effectiveness of work methods and management controls for a major agency component. Manages varied and complex projects in conjunction with multiple project teams with precedent-setting results. Determines approach to achieve objectives, identifies specific steps, and decides on meetings, information and other input regarding project development and implementation. Program Design Advice and Guidance Provides advice and guidance to resolve, implement, or manage program issues that involve major areas of uncertainty in approach or methodology. Analyzes, defines, documents, assesses, and scrutinizes the Agency business processes or programs and then identifies areas for potential programming gaps and needs with the focus on streamlining operations or developing solutions that allow for improved efficiency or efficacy. Reviews, advises on, and conducts analyses, evaluations in support of organizational programs, systems, and processes. Presentation of Findings and Recommendations Prepares and delivers oral presentations to a variety of audiences within the agency system, service, and program development and implementation matters, and other areas specifically researched, analyzed, and process mapped. Facilitates and tracks progress of business process mapping and operation efficiency improvement activities for systems, services, and programs and provides periodic updates as directed. Presents findings and recommendations on complex issues or problems impacting major projects. Recommendations impact program operations/ efficiencies, resources need, and long-range implementation and administration of CSOSA programs.

Qualifications

To minimally qualify for this position, you must meet all the following requirements: One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade (GS-12 or equivalent in other pay scales) within the federal service, which demonstrates the ability to perform the duties of the position, is required. Specialized Experience is defined as having experience working as a Business Process Manager (Management) or Business Analyst (or similar position) responsible for designing, implementing, monitoring, evaluating, and controlling business processes through data analysis. This expertise is also applied to improve an organization's business or operating processes, products, services, and software ensuring the outcomes align with the strategic objectives and goals of the company, business, or agency. Specialized Experience also includes experience in the following areas: Data Analysis - Researching, collecting, and analyzing data to evaluate program performance and pinpoint improvement opportunities. Solutions for enhancing business processes can be proposed based on data analysis outcomes, aiding in the decision-making process. Program Management - Uses performance measurement methodologies to assess program performance. This involves the use of quantitative data related to specific outputs (the direct results of the activities or inputs that go into a program) and the outcomes (the final results or changes resulting from program activities) to measure if a program is achieving the desired results. Focus is on evaluating and assessing the effectiveness and efficiency of an organization, business, or agency's program initiative. Program Performance Measurement: - Knowledge and experience using principles and methods for evaluating program or organizational performance using financial and nonfinancial measures, including identification of evaluation factors , metrics, and outcomes. Project Management - Skills in planning, executing, and overseeing projects to ensure they are completed on time, within scope, and within budget. This includes resource allocation, timeline management, and performance monitoring. Analytical Thinking - Capable of analyzing complex data, problems, ideas, and information into smaller, more manageable parts to understand them better. For this position, this means breaking down complex parts of a program to understand and improve processes in order to make informed decisions. This involves identifying trends, evaluating processes, and developing solutions to improve efficiency and effectiveness. This includes Problem-Solving, Data Analysis, Critical Thinking, Logical Reasoning, and Attention to Detail. Oral Communication - Ability to communicate in both formal and informal settings. Written Communication - Ability to prepare a variety of documents to communicate ides or recommendations such as reports, letters, memorandums, or other similar correspondence. Do you have the Specialized Experience as stated above to be minimally qualify for this position as GS-13? Time-in-Grade: Current or former federal employees who have held a GS position in the preceding 52 weeks, must meet the time in grade requirement. Applicant must have served 52 weeks as a GS-12 or higher grade in Federal Service. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
