This position serves as the Supervisory Medical Administration Specialist, in the Health Administration Service, at the VA Central California Health Care System.
Duties
Major duties of this position will include, but are not limited to:
Responsible for the employee management and daily supervision of 18.0 FTE located at the VA Central California Health Care System.
Responsible for the successful performance of the Health Administration Services Office, specifically regarding Section operations, metrics, customer satisfaction, quality of services provided and efficiency of service delivery.
Exercises supervisory authorities and responsibilities involving work assignment and review, as well as the administrative and personnel management functions relative to the staff supervised.
Establishes guidelines and performance expectations for staff, which are clearly communicated through the formal employee performance management system.
Observes workers' performance; demonstrates and conducts work performance critiques.
Assigns work based on priorities and employee's skill set, assuring work assignments are completed in a timely manner.
Provides informal feedback and periodically evaluates employee performance.
Resolves informal complaints and grievances.
Develops work improvement plans and performance standards; manages the personnel management program for the Section, performing and overseeing the full range of human resources requirements from recruitment to release of employees, recommends personnel actions as necessary.
Identifies developmental and training needs of employees.
Provides advice and counsel to workers related to work and administrative matters.
Reviews and approves or disapproves leave requests.
Assures that subordinates are trained and fully comply with the provisions of the safety regulations.
Organizes the Section workflow, establishing work priorities and making changes and adjustments to work assignments based on many different issues, including customer needs and demands.
Evaluates staffing needs based on sound business practices and adjusts staffing to assure that program goals are met.
Work Schedule: M/W/F - 11:30 am - 8:00 pm and T/TH - 8:00 am - 4:30 pm and Weekend Tour tour every 6 weeks: Saturday and Sunday, from 8am-4:30pm

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 08/26/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
You may qualify based on your experience and/or education as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Researching and analyzing problems, issues or program requirements by gathering data/information from various sources; Supervising subordinates and providing administrative oversight in coordinating and integrating the activities of the department to ensure the coordination and efficient delivery of all services; Collaborating with management in planning, scheduling, and timing of program operations within funding limitations; Reviewing and approving the substance of reports, decisions, case documents, contracts, or other action documents; Knowledge of planning, coordination, and execution of business functions, resource allocation, and production; and Organizing work, setting priorities, and determining resource requirements; determining short- or long-term goals and strategies to achieve them. OR,
Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have successfully completed a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related. (Transcript required). OR,
Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond a master's degree.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.
Physical Requirements: The work is mostly sedentary, but may involve some walking, bending and occasional lifting of up to 20 pounds. Work is performed primarily in an office setting but involves interacting on inpatient and outpatient units as well as the Emergency Department, admissions and reception/registration areas. May also include attendance to community outreach events throughout the VACCHCS catchment, sharing information about health benefits with VACCHCS and enrollment/eligibility.
