Duties

WHAT IS THE WAGE AND INVESTMENT (W&I) DIVISION? A description of the business units can be found at: https://www.jobs.irs.gov/about/who/business-divisions Vacancies will be filled in the following specialty areas: Wage and Investment Operation Support, Capital Management and Oversight The following are the duties of this position at the full working level. If this vacancy includes more than one grade and you are selected at a lower grade level, you will have the opportunity to learn to perform these duties and receive training to help you grow in this position. Assists the executive in setting business unit strategy and goals that enhance compliance with laws and policy aligned with the overall organizational strategy. Plans, performs, and/or coordinates the most significant types of managerial assignments, encompassing all program and functional areas of the executive. Prescribes and influences courses of action affecting the adoption of service wide policy. Negotiates policy matters with both internal and external organizations and assures understanding and consideration of the executive's views. Assists in the allocation of resources among the program office; establishes performance measures and goals and manages the execution of program goals; ensures goals, strategy, and policies are clearly communicated to employees to achieve the desired results. Analyzes proposals directed to the executive for review, approval, or decision and develops recommendations for consideration and action. Coordinates the recommendations of and/or solutions to major projects or problems arising from operating policies, programs, workloads, objectives, etc. and coordinates with managers and program officials from other divisions. Implements the executive's administrative and managerial decisions and assures accomplishment of the desired goals and objectives. Functions as a senior level liaison with external organizations and stakeholders to represent the view of the executive and interests of the IRS. Presents the executives' viewpoints to external groups and promotes closer relationships between the Agency and appropriate outside organizations in areas of mutual benefit. Actively participates in conferences, meetings, or presentations involving problems or issues of considerable importance. Represents or negotiates on behalf of the executive with experts in working groups across government and with partners and stakeholders (state, tribal and local governments, external organizations, and others). Represents the executive at meetings, conferences, and seminars. Serves as a representative of the program to convey points of view, desired emphasis and goals in matters falling within the incumbent's area of responsibility. Keeps alert and informed on current policies, programs and procedures of the IRS, and Congress. Prepares status reports and studies which pertain to problems of unusual breadth and intensity not normally within the purview of a specific statute or authority. Projects are generally far-reaching in impact, unique and require distinct and definite approaches. Coordinates, develops, disseminates, and otherwise manages all communications from the assigned Executive Office. Ensures necessary commitments are accomplished and documented. Coordinates the timely development of materials for the executive's presentations before professional practitioner groups and agency executives. Prepares and coordinates Congressional and other high-level correspondence and briefing material. Attends leadership meetings and follows-up on action items. Monitors activities to ensure timeliness, consistency and completeness; and reviews responses, reports, and memoranda to develop consolidated responses on behalf of the organization.

Qualifications

Federal experience is not required. The experience may have been gained in the public sector, private sector or Volunteer Service. One year of experience refers to full-time work; part-timework is considered on a prorated basis. To ensure full credit for your work experience, please indicate dates of employment by month/year, and indicate number of hours worked per week, on your resume. You must meet the following requirements by the closing date of this announcement: SPECIALIZED EXPERIENCE: GS-15 LEVEL: You must have 1 year of specialized experience at a level of difficulty and responsibility equivalent to the GS-14 grade level in the Federal service. Specialized experience for this position includes: Experience in providing support with implementing operating policies, practices and procedures including: Monitoring workflow in a frequently fluid work environment, with competing priorities emerging day to day. Experience with management principles, theories, and practices and their applicability to IRS' initiatives to enhance the taxpayer and employee experience, which includes an understanding of the development strategic plans. Experience with promoting and supporting a collaborative team environment, to negotiate effectively to accept and implement recommendations that are servicewide in scope. Experience communicating effectively and persuasively in a variety of situations, using written and verbal communication skills, with diverse audiences. Written and verbal communication sufficient to organize and summarize large amounts of information; and document or articulate problems, issues, outcomes, recommendations quickly and clearly for leadership briefings. Experience with preparing presentation materials and/or presenting for top level executives on matters related to program initiatives. Establishing and maintaining effective relationships to gain confidence and cooperation of supervisors, managers, and co-workers. AND MEET TIME IN GRADE (TIG) REQUIREMENT: You must meet applicable TIG requirements to be considered eligible. To meet TIG for positions above the GS-05 grade level, you must have served at least one year (52 weeks) at the next lower grade (or equivalent) in the normal line of progression for the position you are applying to. Advancement to positions up to GS-05 is permitted if the position to be filled is no more than two grades above the lowest grade held within the preceding 52 weeks. AND TIME AFTER COMPETITIVE APPOINTMENT: By the closing date (or if this is an open continuous announcement, by the cut-off date) specified in this job announcement, current civilian employees must have completed at least 90 days of federal civilian service since their latest non-temporary appointment from a competitive referral certificate, known as time after competitive appointment. For this requirement, a competitive appointment is one where you applied to and were appointed from an announcement open to "All US Citizens". Education

A copy of your transcripts or equivalent documentation is required for positions with an education requirement, or if you are qualifying based on education or a combination of education and experience. An official transcript will be required if you are selected. If the position has specific education requirements and you currently hold, or have previously held, a position in the same job series with the IRS, there is no need to submit a transcript or equivalent at this time. Applicants are encouraged, but are not required, to submit an SF-50 documenting experience in a specific series. A college or university degree generally must be from an accredited (or pre-accredited) college or university recognized by the U.S. Department of Education.
