Duties

The primary purpose of this position is: Serves as the Airspace Manager for 12th Combat Training Squadron at The National Training Center in Fort Irwin, California. Serves as the USAF Installation Airspace Manager. Responsible for nonterminal Special Use Airspace (SUA) or Special Activity Airspace (SAA) recommendations, utilization review, documentation, administration, collaboration and impact implication for assigned or required Airspace. Also serves as a member of the Installation Mission Sustainment Team, coordinating with other installation airspace representatives and stakeholders. Manages, maintains, and coordinates assigned SUA and Airspace for Special Use (ASU) operations, and facilities to aircraft participating in Exercise GREEN-FLAG. Directs and advises aircraft supporting integration of Air Force assets into a U.S. Army combat training center environment. Serves as action officer for installation Airspace issues and subordinate units on matters pertaining to use and performance of that airspace. Participates in airspace control committees, meetings, and conferences hosted by military, FAA, and other governmental/civil agencies.

May be required to occasionally travel by military/commercial aircraft to and from planning conferences, events and planning with external organizations.
Hours of work may be uncommon tour of duty including nights, weekends and holidays during GF/NTC rotations. Overtime hours may be required.

Qualifications

(Con.) This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety. In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administration and Management Positions, Transportation Specialist Series 2101. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-9, or equivalent in other pay systems. Examples of specialized experience includes Experience that demonstrated a knowledge of the transportation function(s) of the position to be filled; knowledge of technical procedures and requirements related to aviation activities for the installation to assess compliance with Federal Aviation Administration decision of record findings; knowledge of computer routines for inputting or obtaining pertinent aircraft and airspace control data; knowledge of airways structures within the center's area, pertinent geographic and terrain features, significant center traffic patterns and flows, and traffic patterns for terminal facilities. OR EDUCATION: Undergraduate and Graduate Education: Major study - accounting, business administration, business or commercial law, commerce, economics, engineering, finance, industrial management, statistics, traffic management, transportation, motor mechanics, or other fields related to the position. Ph.D. or equivalent doctoral degree Or 3 full years of progressively higher level graduate education leading to such a degree Or LL.M., if related OR COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience may be used to qualify fir this position as long as the computed percentage of the requirements is at least 100%. NOTE: You must submit a copy of your transcripts. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-9 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of the National Airspace System (NAS), FAA orders pertaining to radar air traffic control (ATC) operations, and airspace management, and Air Force Instructions pertaining to the use of that system and how to ensure operational conformance within the R-2508 Complex (National Training Center designated air space). Knowledge of and skill in developing course materials and instructional methods, principles, and techniques to develop training courses and assess program effectiveness. Knowledge of major issues, programs, goals and objectives of the 12 CTS and NTC rotations and flying missions to plan, develop, and coordinate airspace for military training routes, SUA, combat airspace, and Air Traffic Control. Ability to gather facts and use effective analytical and evaluative methods to accurately assess information and make sound decisions. Ability to simultaneously monitor multiple radio frequencies to process relevant communications while analyzing in-flight hazards and communicate alerts to aircrew in a rapid and clear manner. Ability to manage administrative functions, instructions, and regulations of the unit pertaining to MRU integration with military training objectives while also providing FAA and MRU advice to unit Commander, unit leadership, and Command OPRs and represent the 12 CTS and USAF interests at external meetings and conferences. Ability to communicate effectively with others, to include joint and coalition partners, both orally and in writing. Ability to plan and carry out work independently of daily oversight. Understands and has knowledge of the United States Air Force organization, functions, and can work with joint partners to achieve desired outcomes to support unit and organizational goals and objectives. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
