About the Position: Serve as a Transportation Specialist for one or more major transportation programs that involve national and worldwide movements of passengers, personal property and freight to include fleet management for the Army Sustainment Command.

Duties

Plan and coordinate transportation operations within the organization. Develop, plan, evaluate, and advise on policies and programs. Review and interpret regulations, directives, program documents, command guidance, to modify policies in order to increase overall efficiency, reduce costs, and avoid delays and backlogs. Conduct special projects and studies relating to problems or areas determined to be important for affecting efficiency and economy. Analyze documentation procedures and techniques with respect to cost, effectiveness, and efficiency, with primary attention to improve performance and customer service. Administer control of non-tactical vehicles consisting of cars, trucks and buses analyzing information to determine retention/repair of disposal actions of used vehicles or equipment. Use maintenance and utilization programs to extract data for computing statistical analyses and to track adverse trends in utilization and maintenance of vehicles.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed Tier 1 background investigation.
  • This position requires you to perform business travel / Temporary Duty (TDY) up to 20% of the time.
  • This is an obligated position. An obligated position is one to which an employee has statutory restoration rights or entitlement based on active military service, recovery from a compensable injury, or return rights based on an overseas tour.
  • You will be asked to sign an agreement acknowledging that you are aware of the obligation and willing to be displaced under reduction in force procedures upon the return of the former incumbent.
  • Term employment is subject to a one year trial period. Employees serving a trial period can be removed with limited appeal rights.

Specialized Experience: One year of specialized experience which includes: (1) Coordinating transportation services such as movement of personnel, freight and/or personal property; (2) Resolving transportation and/or traffic management problems or recommend courses of action to solve problems that impacts on transportation and/or traffic management operations; and (3) Providing transportation related guidance to customers. This definition of specialized experience is typical of work performed at the next lower grade/level position in the Federal service (GS-07). OR Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: accounting, business administration, business law or commercial law, commerce, economics, engineering, finance, industrial management, statistics, traffic management, transportation, motor mechanics, or other fields related to the position. (Note: You must attach a copy of your transcripts.) OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages. (Note: You must attach a copy of your transcripts.) You will be evaluated on the basis of your level of competency in the following areas: Planning and EvaluatingProblem SolvingTransportation Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the second lower grade or equivalent (GS-07).
